Title: HR Workforce Recruitment, Project Management and Compliance Specialist

Location:

Salary: $80,000/Annual

Role Summary: To maximize talent acquisition and retention across the organization through process and program enhancement, we are in search of an HR Workforce Recruitment, Project Management and Compliance Specialist. Reporting to HR Leadership, the selected candidate for this position will be tasked with providing high-level recruitment outreach and workforce project management support. This individual will be responsible for collaborating with HR and NAICA hiring managers to identify the source of existing workforce retention and management challenges while enhancing recruitment outreach strategies to acquire the most qualified, diverse and talented candidates for vacant positions. The selected candidate will be expected to utilize superior project management skills to design and monitor solutions to fill vacancies and increase retention. The selected candidate for this position will also be responsible for designing and implementing workplace policies, resources, and programs in compliance with federal, state, and local labor/EEO laws.

Primary Job Responsibilities/Duties:

Increase access to talented, diverse, and qualified candidates by developing and project managing recruitment policies, processes and forms that include the following:
  • Crafting written work product for attracting passive candidates.
  • Sourcing potential candidates using various online platforms.
  • Screening resumes as well as application forms.
  • Interviewing candidates via various mediums.
  • Preparing and distributing assignments.
  • Advertising jobs on careers pages, job boards, and social media.
  • Providing contacts of qualified applicants to the company's Hiring Managers.
  • Sending job offer and recruiting emails.
  • Develop and monitoring HR recruitment metrics (e.g. vacancies, source of hire, time-to-hire, and time-to-fill, workforce trends etc.).
  • Hosting recruitment events and participating in job fairs.
  • Collaborating with management for identifying future staffing needs and ensure HR initiatives are aligned with the priorities of the organization.
  • Providing guidance to new recruits through orientation and onboarding.
  • Design and update HR manuals, documented workflows, forms, policies, and other publications to promote employee engagement, retention, and development.
  • Host workshops and events to coach managers on best practices for effective recruitment and talent retention.
  • Performs other duties as assigned.
  • Design and implement workplace policies, resources, and programs in compliance with federal, state, and local labor/EEO laws:
  • Collaborates with and advises human resource staff on EEO matters.
  • Maintains knowledge of developments, trends, and best practices in EEO administration, including federal and state legal and regulatory changes and changes to the EEO practices of other organizations; based on this knowledge, recommends revisions and updates to the company EEO policies.
  • Develops and implements reporting and audit procedures to assess the effectiveness of the organizations EEO, programs.
  • Conducts audits to assess the organizations compliance with federal, state, and local discrimination laws.
  • Prepares reports on investigations or audit findings and makes recommendations.
  • Prepares and submits annual EEO-1 reports.
  • Designs and implements company-wide training programs on EEO requirements including instruction on all forms of prohibited discrimination and harassment.
  • Performs other duties as assigned.

Qualifications:
  • Must be able to read, speak, write, and understand English for administrative purposes.
  • Must pass drug screening to be appointed.
  • This position may be subject to a series of investigations before and after appointment.
  • Organizational analysis and development experience with demonstrated results.
  • Ability to foster collaboration between staff at all levels.
  • Excellent organizational project management skills, attention to detail and ability to meet deadlines.
  • Strong presentation and marketing skills.
  • Experience with policy research and excellent data analysis skills.
  • Strong interpersonal, analytical and problem-solving skills.
  • Excellent verbal and written communication skills, with the ability to train and provide clear and consistent information to the organization about recruitment and EEO policies and procedures.
  • Experience with the design and implementation of comprehensive training and development programs/resources.
  • Demonstrated ability to support the development of strategic goals and plans, particularly related to talent acquisition and EEO initiatives.
  • Ability to maintain confidentiality and use appropriate discretion.

Education and Experience
  • Bachelor's degree in human resources, business administration, or other related fields required.
  • At least four years of experience in human resources.
  • Sound knowledge of all HR processes (e.g. recruitment, onboarding, training, talent management etc.).
  • Experience with resume databases, ATS, and referral programs.
  • Sound knowledge of full-cycle recruiting.
  • Prior experience as an HR Recruiter.
  • SHRM-CP or SHRM-SCP preference.

Physical Requirements:
  • Ability to sit for extended periods and perform repetitive tasks.

Work Environment / Schedule Requirements:
  • Must be able to work onsite Monday through Friday as needed.
