IT Portfolio CPIC Management Analyst Raye IT Consulting is in need of an IT Portfolio CPIC Management Analyst to join our growing team. We are looking for an analyst with strong critical analysis skills to support a federal client located in Alexandria, VA. The successful applicant will have the opportunity to affect enterprise-level initiatives and support decision-making for senior executives in a rapidly changing environment. The IT Portfolio CPIC Portfolio Management Analyst has good organization, planning, analysis, communications, and people skills and demonstrates extensive experience within the federal government sector. Have a solid understanding of reporting requirements for Federal IT, track and manage a full matrix of reporting requirements, and coordinate and support submissions while ensuring consistency across all deliverables (i.e. internal and external reporting). The IT Portfolio CPIC Management analyst will lead CPIC policy development and administer the agency's IT Management and governance activities.

Responsibilities:
  • Work with the CIO and CIO support staff to develop IT policies and processes to support the maturation of existing IT governance processes (e.g. policies aligned with Federal IT Acquisition Reform Act (FITARA).
  • Work with program office staff to gain an understanding of IT investment requests, refine their requests, and document their business requirements.
  • Support alternatives analyses and cost estimating for IT solutions that satisfy the requirements of IT investment requests.
  • Support meeting scheduling, communications, agenda development, presentation and graphics development, and administer IT Governance meetings.
  • Lead the agency's shift to leverage Technology Business Management as a portfolio analysis method, according to agency timelines, to meet OMB reporting requirements.
  • Conduct ongoing assessments of the NSF IT Governance process, make recommendations for improvement, define frameworks and possible implementation plans, and support.
  • Support CPIC governance process and assist with the development of the fiscal year budget request.
  • Assist with the development of fiscal year spend plan.
  • Provide strategic support for IT Governance (such as change management) and coordinated/strategize with agency thought partners on future directions for IT Governance.
  • Assist in managing CPIC member SharePoint site.
  • Other duties as assigned.


Qualifications:
  • U.S. Citizenship.
  • Bachelor's degree.
  • 2 years of Technology Business Management work experience required.
  • 5 - 7 years of experience with CPIC, IT Portfolio Management, and/or IT Governance.
  • Experience and strong familiarity using an industry-standard capital planning tool or equivalent.
  • Strong analytics skills - able to create insightful visualization from CPIC data.
  • Strong Excel skills.
  • Structured problem-solving.
  • Excellent verbal and written communication skills.
  • Ability to use multiple communication methods (written/visual) to work with all levels of staff.
  • Data Calls, and/or Project/Task Management.
  • Excellent organizational skills with the ability to coordinate multiple work streams, multi-task, and work well under tight deadlines.
  • Self-starter with the ability to perform and lead work independently.
  • Strong interpersonal skills and proven experience in building successful partnerships with business and technical groups.
  • Ability to interact effectively with a variety of contacts/relationships, including senior-level managers and technical SMEs.
  • Ability to obtain and maintain Public Trust.


Desired/highly preferred:
  • Federal Capital Planning and Investment Control (CPIC) experience.
  • Certification(s) in Technology Business Management is highly preferred.
  • Experience designing, configuring, or using Application or SharePoint process automation.
  • Experience working with Power BI or Excel, or Tableau visualizations.
