General Summary
Performs a variety of assignments relating to the general administration, planning and evaluation of the operations and programs of city government and is responsible for significant projects assigned by the City Manager that involve a high level of expertise, coordination, and analysis. Serves as an advisor to the City Manager and helps to ensure that administrative duties for which the City Manager is responsible for are accomplished. Oversees activities of assigned departments by providing high level administrative direction to Department Directors.

Work requires possession of a bachelor's degree in public or business administration, organizational management, human resources, or a related field. Minimum of eight (8) years of progressive responsible administrative and management experience in municipal administration or any equivalent combination of education and/or experience and the following:

The City of Fulshear provides a comprehensive, cost effective, health and welfare package that includes the following: medical, dental, life insurance, long term disability (LTD), vision, flexible spending options, employee assistance program, retirement, and deferred compensation programs. Medical, dental and vision benefits are effective the first day of the month after your start date. Medical, dental, vision, LTD, and Life premiums are paid 100% by the City for all full time employees. The City will contribute 25% towards dependant healthcare costs. We also provide vacation, sick leave, holidays, bereavement, jury leave, and military leave.
HEALTH INSURANCE
The city offers employees medical insurance through BlueCross Blueshied. There is no Primary Care Physician (PCP) required. You have the option to choose one of the following plans: BlueCross Bueshield PPO (co-pay) or BlueCross Blueshield PPO HSA (high deductible plan).
FLEXIBLE SPENDING OPTIONS
Flexible Spending Accounts (Health Care and Dependent Care) allow the employee to pay for certain un-reimbursed health expenses and dependent care expenses on a pre-tax basis. Health Care Flexible Spending account is limited use when combined with the Blue Cross Blue Shield Healthcare Plan. City of Fulshear will contribute a total of $1,723.00 annually to your HSA plan ($71.79 per pay period).
DENTAL INSURANCE
The City offers employees dental insurance through MetLife. This plan is unique in that it allows you to choose any licensed dentist for covered services and the plan pays at the reasonable and customary rate until annual maximum. We offer a base plan as well as a buy up plan which would include child orthodontia coverage.
VISION
The City offers vision insurance through MatLife. MetLife Vision plan offers benefits for eye exams, frames and lenses or contact lenses.
LIFE INSURANCE
The City provides a life insurance policy one times your annual salary to all full-time employees which includes an accidental death and dismemberment (AD&D) through MetLife . Additional voluntary MetLife life insurance and AD&D options are available for employees and their families.
LONG TERM DISABILITY
Long Term Disability is funded completely by the City and is intended to help continue your income if you become unable to work due to illness or injury.
EMPLOYEE ASSISTANCE PROGRAM - EAP
EAP services are provided through MetLife. Program benefits include 24-Hour call centers, short-term counseling (up to 8 sessions), and work life solutions (legal and finance guidance), health and wellness programs as well as personal and professional development. This program is also available to anyone that lives in your household.
AFLAC
Employees have the option of enrolling in AFLAC as a pre-tax benefit. The City does not cover any deductible, copays, or premiums associated with this benefit.
TEXAS MUNICIPAL RETIREMENT SYSTEM - TMRS
The City of Fulshear offers a retirement plan through the Texas Municipal Retirement System. The City of Fulshear's TMRS plan requires a contribution (made by means of bi-weekly payroll deductions) equal to seven percent (7%) of the salary of each regular full-time City employee. The City matches employee contributions on a 2 to 1 basis after the employee is vested at the time of retirement. Vesting occurs after five (5) years of employment. Supplemental death benefits are offered by TMRS, who will pay a one-time lump sum payment approximately equal to one year's salary based on the 12 months prior to death.
DEFERRED COMPENSATION
In addition to TMRS retirement, 457B plans are available. The purpose of these plans is to allow an employee to set aside a portion of his/her salary and receive its value at retirement.
LEAVE ACCURAL
The City offers the following leave per year:

- Develops or assists in the development of City legislation and City staff policy; consults with the City Manager and department managers; drafts memoranda, policy statements and correspondence to communicate City policy objectives and related background information.
- Serves as Acting City Manager in the latter's absence
- Supervises staff to include prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; and maintains a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations
- Prepares, attends, and presents various meetings and/or sessions, on behalf of or along with the City Manager, as needed and directed; follows up on questions or concerns expressed by Council members, Staff, or members of the community at these meetings; assists the City Manager in effective and accurate communication and implementation of policy and related issues
- Assists in preparing material for City Council agendas; reviews and approves council agenda items and supplemental materials for presentations at council meetings; attend council meetings and workshops and provides information or technical assistance and follow up as required
- Supervises department support staff either directly or through subordinates
- Provides direction and guidance to assigned areas, which may include budget administration, policy direction, strategic planning, grant administration, human relations, and/or other related areas. Evaluates performance within assigned City departments, program categories and/or services to ensure prompt, efficient and effective service delivery
- Determines work procedures, prepares work schedules and expedites workflow
- Meet with City departments to examine City needs regarding technology, the development of programs, and the evaluation of department operations
- Mediates and resolves operational conflicts between and within city departments
- Prepares and documents budget requests; administers adopted budget in assigned areas of responsibilities
- Confers with Department Directors and staff to review, plan and discuss policies, programs, strategies, and/or other issues of concern
- Confers with the business community, citizens, and/or other interested parties to discuss needs and related problems or issues. Provides information and assistance to civic organizations dealing with specific problems affecting the City's welfare
- Prepares and/or reviews complex reports and studies. Makes recommendations on a wide variety of administrative or management policies in support of organizational goals, priorities, and initiatives
- Maintains regular contact with consulting engineers, construction project engineers, city, county, state and federal agencies, professional and technical groups and the public regarding activities and services
- Monitors inter-governmental actions affecting the city
- Assists in managing and directing City participation in charitable events, community programs, and philanthropic efforts
