The Financial Services Division within the Department of Ecology is looking to fill a Budget Policy Manager (WMS Band 3) position. This position is locatedin our Headquarters Office inUpon hire, you must live within a commutable distance from the duty station.

In this role, you will report to the Chief Financial Officer, who reports to the agency Director and serves as the key budget policy advisor to both the Director and Chief Financial Officer. This responsibility will encompass the entire agency and significantly influences all aspects of the agency's biennial budget and programs. You will influence decision-making within the Governor's Office and with the Legislature and other interested parties.

As the Budget Policy Manager, you will work in cooperation with the agency's budget managers, fiscal managers, and colleagues to guarantee that budget policies are created and executed in a manner that upholds the financial integrity and credibility of the agency. You will be involved in obtaining and sustaining the backing and confidence of agency leadership, colleagues, OFM/Legislature, and other interested parties by leveraging personal skills and expertise to secure voluntary cooperation and teamwork. You will play a crucial role in giving expert advice on financial management, especially when dealing with complex issues that impact various parts of the organization.

Tele-work options for this position:This position will have flexibility of a hybrid schedule, empowering work from home and office, providing less time in traffic and shrinking your carbon footprint. Duties

What makes this role unique?
In this role, you will be accountable for upholding the authenticity and trustworthiness of Ecology's financial plan. You will be responsible for supervising the development of the agency's biennial budget and creating the agency's budget guidelines. You will be responsible for ensuring the coordination between the agency's strategic plan and budget, overseeing all operating and capital budget requests to the Governor's Office and Legislature, developing policy position and acting as a representative for the agency with the Governor's office, Legislature and other entities.

What you will do:
  • Directly advise the Director, Deputy Director and Chief Financial Officer on budget policy. Plan, lead, and organize agency-wide fiscal policy and procedures.
  • Manage the agency's biennial and supplemental budget development processes.
  • Manage multi-program and agency wide strategic efforts to integrate policy and budget strategies.
  • Identify strategic financial issues and oversee the development and analysis of options.
  • Coordinate and communicate with program managers and office directors.
  • Analyze and articulate demographic, social, economic, and other trends.
  • Plan, coordinate, and implement special budget-related projects.
  • Communicate financial information both inside and outside the agency at the executive and management levels.

Qualifications

Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:

  • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
  • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

Eight years of combined experience and/or education in the following:

Experience: professional-level experience in budget analysis and planning experience, including capital budget, and dealing directly with environmental or natural resource financial planning and/or program development.

Education: in financial management, public policy development, and environmental or natural resource planning.
