JOB GOALS:
The Compliance Manager of Special Education will support the Executive Director of Special Education with coordinating and managing the Catamaran System. They will support all compliance aspects as defined by state and federal guidelines. In addition, they will design and lead professional development sessions to increase the effectiveness of individualized education plans, identify the needs of students, and provide appropriate services in the least restrictive environment for our students with disabilities.
QUALIFICATIONS:Possess an advanced degree - Masters or higher - from an accredited institution in Special Education with related coursework and/or experience in educational leadership, school administration and/or curriculum, or another related field. At least five (5) years of full-time professional experience in special education. Must possess a valid Michigan Teaching Certificate. Must possess or immediately qualify for a Michigan Administrator Certificate. Demonstrated ability to provide leadership that results in teamwork and collaborative working relationships. Ability to communicate a clear vision and to work cooperatively with colleagues to attain the vision. Evidence of establishing working relationships that result in mutual respect. Ability to communicate clearly and concisely in oral and written communication. Display excellent problem-solving skills. Knowledge of federal and state educational mandates about Special Education. Entrepreneurialism and resourcefulness, with the ability to deliver results in a deadline-driven, complex environment. Commitment to ensuring that all students have access to high-quality educational options. Demonstrate a willingness to take professional risks to improve student outcomes. Strong interpersonal and public relations skills.
PERFORMANCE RESPONSIBILITIES:Participate in focused and general supervision monitoring activities Conduct data verification and validation activities Review and analyze validated data to determine compliance and any needed corrections. Track the required activities in the Catamaran system, which include monitoring activities, correction planning, data verification, and data validation. Analyze and interpret data in Catamaran that reflects the priorities of the IDEA 2004 and the State Performance Plan (SPP). Collaborates with others to implement and maintain services following programmatic and regulatory requirements. Manages assigned programs and/or services to achieve outcomes concerning program objectives. Ensures compliance with legal, financial, and PCCS requirements. Complies with state and federal statutes and board policies. Evaluate staff as assigned. Acts as a liaison between Building Administrators, staff, and the P-CCS Executive Director for Specialized Student Services. Supports and assumes responsibility for administering local and state assessments (MIACESS), reporting results for students with IEPs, and data analysis. Develops and contributes to the design and implementation of professional development. Creates and maintains a safe environment for all students and staff. Works cooperatively with other administrators in special education compliance, pupil accounting, facility use, and financial resource development. Ensures that administrators, staff, and students comply with all Board of Education policies, administrative guidelines, and procedures. Attends and participates in Board of Education meetings and appropriate committee meetings to support the work of the district and community. Attends district and out-of-district special education administrator meetings and other State and County trainings/meetings as requested. Works cooperatively with the Executive Director of Specialized Student Services to complete state monitoring outcome activities and ensure district compliance with all State and Federal special education requirements. Collaborates with building and district-level administrators to create a positive school culture for students with IEPs. Serves as a resource to the Executive Director of Special Education and other cabinet members as needed for the planning, developing, and evaluating services related to special education. Incorporates equitable and inclusive practices for students and staff Bending, lifting, and overhead work required Performs other tasks and assumes other responsibilities as the Executive Director of Specialized Student Services may be assigned.
