Major Duties
The primary duties of the Family Advocacy Program (FAP) Manager are:
Serve as the Program Manager of the installation's full service FAP. Responsible for the execution of the Marine Corps FAP mission. Ensure that services are provided that identify, intervene, assess, respond, refer, and prevent family violence, abusive behavior, and Problematic Sexual Behaviors in Children and Youth (PSB-CY) through professional assistance to include victim advocate services and New Parent Support Program Services.
Serve as the command expert/advisor on FAP related issues, program requirements/priorities, prevention/educations methodology and strategies, program coordination, communication of increased risk, continuous evaluation of program policy guidelines, and quality and effectiveness of programming.
Management:
Provide program oversight and management to ensure that a comprehensive program for the assessment, intervention, and prevention of family violence, and a variety of supportive service modalities are available.
Responsible for overseeing proper integration of the roles and responsibilities of the entire staff to ensure program compliance with all relevant Department of Defense (DoD) and Department of the Navy (DoN) instructions, Marine Corps Orders, and Base Regulations.
Ensure quality control and day-to-day supervision of FAP program elements: Victim Advocacy, Prevention and Education, New Parent Support, Clinical Services, Case Management, and administrative duties. Oversee and ensure all staff members are knowledgeable of and adhere to strict professional standards/guidelines, programmatic objectives and strategies.
Ensure adequately trained providers in sufficient numbers are available to conduct intake assessments and provide comprehensive services. Assign work based on priorities, difficulty of assignments, and the capabilities of employees. Monitors Quality Audit procedures in compliance with policy.
Ensure a 24-hour response program is established and executed, develop and maintain a Standard Operating Procedure. Report allegations of abuse in accordance with (IAW) policy. Report fatalities to higher headquarters IAW policy. Issue FAP guidance for sexual assault incidences in collaboration with the installation Sexual Assault and Response Coordinator. Develop and maintain the Coordinated Community Response (CCR). Ensure FAP services are available on the installation or in the adjacent community to meet the needs of the installation. Serves as the chair or assigns chair to the Clinical Case Staff Meeting.
Serve as the FAP representative on the Incident Determination Committee (IDC). Ensure all cases brought forth to the IDC are entered into the Marine Corps central registry. Ensure the Incident Status Determinations (ISD) are recorded, communicate ISD to commanders and other appropriate personnel, and responds to ISD reconsideration requests.
Serve as an expert member of the Family Advocacy Committee (FAC) and of the tracking team. Coordinate crisis intervention and actions to protect victims and other family members and ensures that FAP makes information about resources and services available to victims.
Assist Installation Commander in determining need for and coordination of the Family Advocacy Command Assistance Team.
Develop or ensure FAP development of annual prevention plan. Coordinate FAP prevention and education with installation agencies to ensure trainings meet policy to include how to report abuse and educate regarding available resources.
In coordination with the Public Affairs Officer, implements marketing plan to enhance public relations, distribution of marketing material to educate the military community of FAP services, resources, and reporting requirements.
Serve as the chair/co-chair of the multi-disciplinary team for PSB-CY to include preparing intervention and safety planning based upon the clinical assessment. Establish procedures for assessment of children/youth exhibiting or impacted by PSB-CY.
Coordinate appropriate Memoranda of Understanding with civilian agencies to include, but not limited to, child welfare services and law enforcement to ensure that notification of child abuse and domestic abuse reports are shared across agencies.
Supervision:
Responsible for appointing a tier III supervisor to the clinical supervision of staff who specialize in methods to prevent and/or respond to intimate partner abuse, child abuse/neglect, and PSB-CY.
Responsible for appointing a tier III clinical counselor to the clinical supervision of a tier I clinical counselor. Ensure a plan of supervision is in place to include weekly supervision and review of documentation.
Ensure that appropriate intervention, safety precautions, and support is provided when individuals and/or families are determined to be involved in or at risk of any of these situations.
Counsel and train employees, schedule and direct work, and appraise work performance. Develop procedures for validating staff clinical competence to meet state licensing requirements. Approve or disapprove leave, recommend and complete personnel actions, disciplinary actions, and validates timesheets.
Must be alert to substance abuse and take appropriate action. Effectively support the Marine Corps Equal Employment Opportunity and Sexual Harassment policies, and ensure compliance with fire, safety, and other environmental issues and programs. Maintain and enforce security of funds, merchandise, supplies and equipment to preclude or minimize the potential for fraud, waste and abuse.
Analysis and Evaluation:
Exercise analytical ability, judgment, discretion, and apply a thorough knowledge of management principles, practices, methods and techniques to continuously analyze accuracy of planning processes and procedures to recommend improvements.
Respond to audit requests for information to brief executive level personnel.
Budgeting:
Formulate, administer, and monitor the operating budget. Prepare financial plan. Identify cost centers. Establish proactive controls to ensure budgetary objectives are met. Monitor expenses. Take corrective action when budget variances occur.
Compute financial data and statistics to prepare reports and forecast budgets for execution, and short and long range plans.
Analyze profit and loss statements to identify discrepancies, needs, opportunities and efficiencies to operate more effectively.
Compare current and historical data to determine trends and anticipate future requirements.
Safety:
Ensure safety training is provided to employees and compliance with Occupational Safety and Health Administration standards are observed. Promptly report workplace accidents to the Human Resources Office. Take action to correct unsafe or unhealthy working conditions. Ensure employees understand safety infractions that can result in disciplinary actions and follow through with appropriate action. Ensure minimal loss of duty by complying with Return-to-Work program initiatives and following up on employee well-being.

Qualifications
MINIMUM QUALIFICATIONS:
IAW Department of Defense Instruction (DoDI) 6400.01 FAP Managers must have at a minimum:
o A Master's or Doctoral level human service and/or mental health professional degree from an accredited university or college.
o The highest licensure in good standing by a state or national regulatory board in either social work, psychology, or marriage and family therapy that authorizes independent clinical practice. Must provide a photocopy of licensure with their application.
o Five years post licensure experience in child abuse and domestic abuse counseling or treatment.
o Three years experience supervising clinicians in a clinical program.
Must be able to meet credentialing standards as a Tier III in accordance with Secretary of Navy Instruction 1754.7A.
IAW DoDI 1402.5, FAP personnel who provide services to children under 18 years of age will be subject to a favorable Tier 1 Childcare (CNACI) investigation and complete a State Criminal History Repository Check every five years in order to protect the health, safety, and well-being of children. Personnel must also undergo an installation records check (IRC), be subject to the additional requirements of the Tier 1 Childcare check (CNACI) and the criteria for presumptive and automatic disqualification as specified in section 3 of DoDI 1402.5.
IAW DoD Manual 6400.01 Volume I, clinicians providing direct services to children, youth, and families impacted by PSB-CY must have one year experience in or obtain, within 1 year of employment, training in all of the following: PSB-CY, child and adolescent development, and trauma-informed care.
Knowledge of fiscal responsibilities, safety procedures and customer service policies.
Knowledge of local, state, and federal regulations as it pertains to family advocacy, family violence, child abuse, and victim witness and assistance.
Ability to gather information, data, and prepare reports.
Ability to plan, organize and analyze work assignments in order to determine appropriate course of action and to meet program goals.

Must possess and maintain a valid driver's license.
