MISSION:

Quantum is seeking a Supply Chain Risk Management (SCRM) Analyst to conduct advanced analysis of open-source supply chain information critical to the programs of the Threat Systems Management Office (TSMO) mission and supporting U.S. Army agencies. The position includes identifying threats and potential risk to stakeholder's system components through open-source data analysis per DoD 5200.39 and DoD 5200.44.

A SCRM Analyst plays a critical role in identifying, assessing, and mitigating risks within an organization's supply chain. This position focuses on ensuring the continuity, security, and resilience of the supply chain by monitoring potential threats and vulnerabilities that could expose critical information or disrupt operations. This role is integral to ensuring the resilience and reliability of the supply chain.

Job Description

Key Responsibilities:
  • Risk Identification and Assessment:
    • Identify threats and potential risks in the supply chain, including those related to suppliers, logistics, geopolitical issues, regulatory changes, and environmental factors.
    • Conduct thorough risk assessments to evaluate the likelihood and potential impact of identified risks on client's supply chains.
    • Develop risk profiles for suppliers, vendors, assembly locations, and other critical supply chain components.
  • Data Collection and Analysis:
    • Gather and analyze data from a variety of open-sources, including data repositories, supplier performance data, economic indicators, and geopolitical developments.
    • Use quantitative and qualitative analysis techniques and tools to assess the vulnerability of the client's supply chain to identify critical program information.
  • Risk Mitigation Strategies:
    • Develop and recommend strategies to mitigate identified risks, including contingency planning, alternative suppliers
    • Work with client procurement, logistics, and operations teams to recommend risk mitigation plans.
    • Monitor the effectiveness of risk mitigation strategies and make adjustment recommendations.
  • Supplier Relationship Management:
    • Assess and monitor the risk profiles of key suppliers, including financial stability, operational activity, and geopolitical risks.
    • Collaborate with client to improve their risk management practices and ensure alignment with the client's risk management framework.
  • Reporting and Communication:
    • Prepare detailed reports to communicate risk assessments, mitigation strategies, and the current status of supply chain risks to senior management and client stakeholders.
    • Present findings and recommendations in meetings and briefings, tailoring communication to different levels of technical understanding.
  • Continuous Improvement:
    • Stay updated on the latest trends and developments in supply chain risk management.
    • Identify opportunities to improve risk management processes and tools within the organization.
    • Participate in training and development activities to enhance skills and knowledge in supply chain risk management.

  • Qualifications:
    • Education: Bachelor's degree in supply chain management, logistics, business administration, risk management, or a related field. Advanced degrees or certifications in supply chain risk management (e.g., Certified Supply Chain Professional - CSCP, Certified in Risk and Information Systems Control - CRISC) are preferred.
    • Experience: At least 2 years of experience in supply chain management, risk management, or a related field.
    • Technical Skills:
      • Proficiency in using supply chain management software and risk management tools.
      • Strong analytical skills, with experience in data analysis, risk modeling, and scenario planning.
      • Familiarity with regulatory requirements related to supply chain operations.
      • Competence in using Microsoft Excel and other data analysis tools (e.g., Tableau, Power BI) for reporting and visualization.
