Description
Primarily responsible for defining the scope, planning specific activities, and supervising personnel in the implementation of health department programs regarding food protection services. Also responsible for directing the investigation of complaints relating to this program.
Examples of Duties
The following functions represent the majority of the duties performed by the position but are not meant to be all-inclusive or prevent other duties from being assigned when necessary.
ESSENTIAL JOB FUNCTIONS (90% of Time):
1. Assigns daily work, motivates and encourages subordinates, assists subordinates in resolving client concerns, and responds to inquiries, problems, and complaints.
2. Reviews and prepares analyses and reports of activities, costs, and operations; and forecasts data to determine progress toward stated goals and objectives.
3. Makes recommendations concerning remedial actions to correct environmental public health problems; initiates enforcement procedures related to environmental public health programs; recommends and implements compliance actions such as warnings, fines, compliance conferences, hearings, license suspension, or closure; and oversees follow-up investigations to monitor progress toward correcting the condition.
4. Selects, evaluates, trains, and standardizes staff members to ensure the efficient delivery of departmental services; and recommends associated personnel actions.
5. Represents the TCCHD through professional affiliations and participation in community groups.
6. Participates in licensing and certification programs.
7. Prepares recommendations for the annual budget for supervised programs and assists in monitoring expenditures against the budget during the year.
8. Draft proposed regulations on environmental public health programs and present them to boards or agencies.
9. Completes required training in support of the duties and responsibilities of this position.
10. Works with national partners and agencies to ensure state and local regulations are up-to-date and completes grant applications to facilitate that work.
11. Must have thorough knowledge and understanding of laws and regulations associated with food service, preparation, and sale within all types of facilities, including manufacturing, restaurants, retail stores, and medical marijuana, as well as an understanding of basic building codes and their application.
12. Other duties as assigned including those required to fulfill activities in support of public health emergency operations.
SECONDARY JOB FUNCTIONS (10% of Time):
1. Recommends the acquisition of technical testing/monitoring equipment.
2. Provides technical assistance to municipalities, industry, community groups, and others regarding environmental public health programs; and solicits cooperation in promoting sound environmental public health /public health practices.
3. Coordinates inspections and enforcement activities with other federal and local officials.
Typical Qualifications
Education: Bachelor's degree with a minimum of thirty (30) hours in science required, and eligible to be a registered professional sanitarian or environmental specialist with the State of Oklahoma. Master's in environmental science, public health, engineering, chemical, physical, or biological science, or a similar degree is preferred.
Experience: Seven years of experience as an environmental specialist with specific experience of at least three years in a food safety program required. Three years of experience in a supervisory or coordinator position is preferred.
Skills: Good interpersonal and communication skills are required to negotiate with industry officials and government agencies, and to present information to the public as a representative of the TCCHD.
Licenses: Registered as a Sanitarian or Environmental Specialist with the Sanitarian Advisory Council, Oklahoma State Department of Health.
INTERNAL AND EXTERNAL WORKING RELATIONSHIPS:
Regular internal contact to coordinate or request services.
External contact with establishment owners, architects, engineers, equipment vendors, and legal counsel to resolve difficult or complex compliance problems; and with city, state, and federal government agencies to interpret rules and regulations and to provide information regarding current investigations.
Contact with the media to communicate the TCCHD's position on an investigation or environmental public health issue.
PHYSICAL EFFORT: No unusual physical effort.
SUPERVISORY RESPONSIBILITY/ACCOUNTABILITY:
Direct Supervision - Directly supervises Food Protection Quadrant Supervisors and Administrative Supervisor
Indirect Supervision - - Supervision of up to 16 Environmental Specialists and 4 Food Protection Coordinators through subordinate supervisors as well as Data Analyst through the Director of Data and Analytics
Budget/Money/Material - Makes recommendations and works in conjunction with Environmental Public Health Associate Director for development and administration of Environmental Public Health budget.
Reports to - Associate Director, Environmental Public Health
WORKING CONDITIONS:
Occasional exposure to potential hazards; i.e., chemicals and caustics during industrial inspections.
SPECIAL REQUIREMENTS:
Must maintain TCCHD record confidentiality unless officially authorized to release a record.
Must possess ability and willingness to perform job-related travel.
The Oklahoma State Department of Health and the Tulsa City-County Health Department will require all applicants and incumbents at this level to be Fully Registered as a Professional Sanitarian (RPS) and/or Environmental Specialist (RPES). Registration shall be with the Department of Registration, Oklahoma State Department of Health, provided in O.S. 59-1150. :
