Description

The Project Manager is responsible for representing the interest of Kittitas County during construction of high-speed (Broadband) projects through the County. Must maintain courteous and cooperative working relationships with administrative and other County personnel, public agencies, and the general public, and work under the guidance of Local/State/Federal regulations and County policies/procedures.

This position is expected to last approximately 36 months.
Examples of Duties

  • Communicate day-to-day construction decisions to the contractor(s) as needed; ensure all contracts/agreements are adhered to.
  • Oversee the lifecycle of County awarded high-speed internet (Broadband) project. Administer contracts, from proposal preparation to closeout, ensuring compliance with regulations and guidelines.
  • Collaborate with engineers, architects, contractors, and others working on the project.
  • Adhere to legal regulations, building and safety codes, and other requirements.
  • Ensure work zone traffic control complies to project standards and Manual on Uniform Traffic Control Devices (MUTCD) requirements.
  • Conduct on-site inspections to verify work, ensuring contractor and subcontractor compliance with contractual obligations, safety regulations, environmental regulation.
  • Inspection of construction materials, equipment, and installations to verify compliance with specifications and quality standards.
  • Provide daily work reports; provide regular weekly progress reports to the Public Works Director.
  • Prepare and manage a variety of records and correspondence including RFI logs, submittal logs, weekly reports, quarterly compliance summaries, other reports, and meeting minutes.
  • Monitor construction and contract schedules; reduce setbacks and ensure timely completion of the project through use of forethought and proactive communication and actions.
  • Respond efficiently and effectively to work delays, emergencies, and other project disruptions.
  • Conduct cost estimates, engineering estimates, claims analysis, and cost-benefit analysis. Prepare documentation for contract payment.
  • Provide other contract administration support as assigned.
  • Maintain and develop as-built drawings to ensure they are correct
  • Prepare, conduct and document weekly construction meetings with project stakeholders
  • Coordinate with the County Engineering Department, City Departments and Washington State Department of Transportation for work within the right-of-way.

Typical Qualifications

  • High School Diploma or GED equivalent.
  • Five (5) or more years of experience in construction, project management, or broadband or telecommunication project inspection.
  • Valid Washington State Driver's License.
  • A criminal history and background check will be performed on qualified applicants. Convictions may preclude candidates from employment in certain circumstances. Factors such as relativity to the position, age and time of the offense, seriousness and nature of the violation, and rehabilitation will be taken into account.

Required Knowledge/Skills/Ability
  • Ability to read, analyze and interpret policies, contracts, blueprints, engineering plans and specifications, codes, laws and other trade publications.
  • Ability to demonstrate effective verbal and written communication skills.
  • Ability to present information to management, staff, contractors, stakeholders, and/or the Board of County Commissioners and/or other groups.
  • Proficient with the use of computers, programs and applications including Microsoft Office Suite; must be able to quickly become proficient in programs specific to the County and/or department.
  • Strong organizational and time management skills.

RETIREMENT BENEFITS
Most benefited employees are eligible to participate in the Public Employees' Retirement System (PERS) plan administered by the Department of Retirement Systems (DRS). Participation in the DRS retirement program is mandatory for all eligible employees. Both the employee and the County contribute to the plan at a rate set by the State legislature.

Employees who want to save additional dollars for retirement may do so voluntarily by participating in a choice of 457 deferred compensation plans. A 457 plan allows employees to defer funds through payroll deduction, up to a maximum amount set each year by the IRS.
