We need a great Technical Program Manager willing to lead by example! The Technical Program Manager will be responsible for supporting and growing our government and civilian programs, managing on-site and remote technical and business analysts, and manage multiple contracts and task orders to meet client work objectives.
The Technical Program Manager will be the company's government ambassador, aligning DTC Global Services, LLC capabilities and the government's mission goals and objectives. The Technical Program Manager will do this by being visible, available, prepared, and responsive in meetings and reporting.
The Technical Program Manager will require clear, constant, and concise verbal and written communications to all stakeholders and team members whether this information is positive or hard to deliver.

Location:
- Remote position supporting customer in Washington, D.C.
- Periodic onsite visits may be required in the future but highly recommended to meet face to face with the Agency and local DTC team members.

Job Summary:
- Lead a very successful team of engineers, developers, and analysts by providing mentorship, coaching & accountability.
- Schedule and align resources across DevOps and coordinate QA and release activities.
- Develop a DevOps schedule and show dependencies.
- Assess and mitigate Risks.
- Provide Subject Matter Expertise in the areas of Information Management, specifically acquisition and procurement policy.
- Ensure daily, weekly, and monthly status reports are completed and accurately reflect current program status.
- Respond to program requests for SOW and pricing.
- Enforce client agency policies, procedures, and documentation requirements.
- Identify and respond to RFI and RFP opportunities in conjunction with Business Development and Capture team.
- Resolve conflicting priorities.
- Meet all government policy requirements and policies.
- Identify and win new work.
- Write content for proposals, white papers, and other artifacts to support proposal and business development efforts.
- Support business development efforts to qualify new business opportunities.
- Manage financial, personnel, task orders, cost and technical performance metrics.
- Interview and hire new team resources.
- Prepare pay raise, incentives, and bonus budgets and provide justifications.
- Manager/perform performance management for staff.
- Report operational and financial status to management.
- Ensure certification standards including ISO 9000:2015 and CMMI L3 standards.
- Uphold Company policies and procedures.
- Decision maker.

Required Skills/Experience:
- Experience with Oracle RDBMS and tools, Oracle EBS, and/or Unison PRISM COTS solutions.
- Experience supporting acquisition, contracting, and/or financial system projects.
- 8 years of experience managing multiple Oracle based technology projects (including all aspects of project management and oversight).
- Demonstrated experience managing a team of on-site and remote personnel.
- Demonstrated success winning new business.
- Demonstrated excellence in key project skill sets including leadership, communication, customer relations, staff relations and management, business development all with attention to detail.
- Effective team leadership skills and ability to communicate effectively with the Client, our team members, and Subcontractor staff.
- Demonstrated ability to write technical manuals, proposals, and artifacts.
Education:
- Bachelor's degree in business management, computer science or relevant experience
