Position Summary
The Deputy Director-Financial Services assists Finance Director in planning, direction, oversight and coordination of the activities and operations of the City Financial Services Department which includes the Accounting, Administration, Budget and Grants, Purchasing and Contracts, and Motor Vehicle Divisions. The Deputy Director may be assigned to oversee or supervise Financial Services Department functions including investments and cash flow, banking and treasury management, debt, special districts, payroll, EMS billing and collections, and may be assigned to lead special projects as may be needed.
Education, Training, Experience, Certifications, Licenses and Registrations
Education / higher education: Bachelor's Degree
For required college degrees, applicable field(s) of study: Business or public administration, general management, accounting, finance or related field.
Minimum number of years of directly related experience: Five years of progressively responsible experience in accounting and investments, budget and grants, or other related finance field, with a minimum of two years of experience in a supervisory capacity. Any combination of education from an accredited college or university in a related field and/or direct experience totaling nine years (to include two years of supervisory) may substitute for the required education and experience.
Education and/or experience preferences: Prefer experience in a municipal government and supervising in a union environment as well as experience with enterprise resource planning systems
Driver's License requirement: Infrequent Driver -- Regular Driver's License Required Endorsements: None

Knowledge, Skills and Abilities
Knowledge: Knowledge of the principles, practices and methods of municipal finance, enterprise fund management, accounting and budget preparation, investment practices, techniques of financial, statistical and procedures analysis, taxes, bonds and other forms of municipal debt, and procurement processes. Knowledge of pertinent federal, state, and local laws, rules and regulations.
Skills: Must be able to type rapidly and accurately enough to successfully produce documents/spreadsheets, communicate via e-mail, or perform data entry as necessary to accomplish the essential functions of the position. Use of technology, equipment and software typically used in the office environment.
Abilities: Ability to work independently with minimal oversight and exercise prudent judgement in decision making. Ability to operate a personal computer for word processing, spreadsheet, and database software applications. Ability to read, analyze, and interpret professional scientific and technical journals, financial reports, general business periodicals, professional journals, technical procedures, government regulations and legal documents that apply to the work. Listen, communicate and deal effectively with subordinate and management staff, general public, community groups, regulatory agencies, or the business community. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Ability to research and write project reports, business correspondence, policies and procedures manuals. Ability to discern needed process improvements and improvements to internal controls. Effectively present information to top management, public groups and forums, and/or elected and appointed officials. Analyze, interpret, and apply advanced mathematical concepts used in performing technical work. Define problems, collect data, establish facts, and draw valid conclusions. Ability to enforce policies and procedures consistently, exercise independent judgment and problem solving.
Interaction with Groups/Agencies/Entities: Internal: Works with department directors, managers, supervisors and staff on financial services department areas of responsibility, administrative financial policies, and special projects that may impact provision of city services. Maintains harmonious, courteous, and understanding relationships, while fostering a collaborative teamwork environment. External: Works with City boards, Governing Body, government agencies, investment advisors, and other consultants on fiscal issues facing the City. Presents a friendly, courteous image for the City to the general public, customers, and public officials.

- Assists the Director of Financial Services with day-to-day department operations and serves as the Director in his/her absence.
- Oversees contracts with various special districts and ensures accounting and administration of each district complies with all City, State and Federal requirements, and districts are operated in compliance with formation documents, City ordinance and State law.
- May serve in an oversight or supervisory capacity over any of the Financial Services Division Managers as needed.
- Designs internal control systems for all departments to ensure the safeguarding of City assets.
- Develop accounting and other finance-related policies and procedures and train staff (Financial Services staff and others) on such policies and procedures as appropriate.
- Participate in the procurement of Financial Services Department goods and services, including in a lead capacity as needed.
- Review city investment transactions, ensure safekeeping receipt and confirmations are received, and maintain investment files.
- In the absence of the Financial Services Director, review and approve securities through the City's contracted investment advisor as appropriate.
- Oversee the City's cash flow and make recommendations to the Financial Services Director regarding movement of cash and investments to ensure adequate cash flow to maintain ongoing City operations and complies with restrictions on funds.
- Coordinate and oversee the City's banking operations, review banking and cash management needs, assist with implementation of new systems for managing payments and other treasury management needs.
- Prepares projects and reports on fiscal operations as required by the Department Director, City Administration, Boards and Commissions, Governing Body and external auditors.
- Represent the Financial Services Department on City-wide committees and task forces requiring expertise in finance and accounting.
- Respond to resolve difficult and sensitive citizen inquires and complaints related to the Motor Vehicle Division and Financial Services Department.
- Conduct research and analysis on a variety of financial services topics, as requested.
- May serve on management team or as advisor for labor negotiations team
- Manages and coordinates special projects.
