DIRECTOR OF SCHOOL IMPROVEMENT, STUDENT SERVICES, & SPECIAL EDUCATION

Title: Director of School Improvement, Student Services & Special Education
Location: Brooke County Schools
Reports to: Superintendent or his/her designee
Qualifications:
  • Certification in one or more programmatic area(s) of Special Education as required by the West Virginia Department of Education.
  • Master's Degree in education, Professional Administrative Certificate
  • Excellent verbal and written skills
  • Superior interpersonal and organizational skills
  • Ability to build programs and to develop monitoring techniques necessary for proper implementation
  • Knowledge of the philosophy and instructional goals of BCS as translated into its various curricular programs
  • Ability to work with external groups, agencies, and systems

Job Goal:
  • To implement, revise and monitor the process for delivering instructional services to exceptional and gifted students in Brooke County Schools.
  • To serve as a resource in the area of school improvement as well as provide meaningful professional development to all schools within the district.
  • Coordinate State/County testing programs
  • Supervising the school guidance counselors and nurses.

Duties:
  • Supervises and coordinates special education programs for all students with special needs
  • Assure the compliance for delivering home-school instruction.
  • Supervises and coordinates speech and hearing programs, including programs with both corrective and preventive aspects of communication disorders of voice, language, and articulations.
  • Supervises and coordinates special education instruction services for students who are visually impaired.
  • Supervises and coordinates gifted and talented programs.
  • Establishes procedures for placement, evaluation, assignment, and reappraisal of students vis--vis the special education services program.
  • Determines needs for additional or altered special education programs.
  • Develops instructional programs compatible with overall educational needs.
  • Provides resources to school leaders to build their capacity.
  • Cooperates with public and private agencies, organizations, and professional personnel in securing and providing services for exceptional students.
  • Organizes, coordinates, screens, and evaluates candidates for enrollment in special education programs and makes evaluation of other students who have educational problems.
  • Organizes and assists in the development of the special education summer program.
  • Coordinates with the Superintendent or designee in the planning and equipping of special education classrooms
  • Coordinates with the Deputy Superintendent in the placement of students in the ALC. Administers, reviews, and monitors the special education delivery process of referrals, screening, evaluation, placement, instruction, and re-evaluation.
  • Implements the maintenance of records and confidentiality for exceptional children. Insures that the due process and confidentiality policies are afforded all students and their parents in the special education delivery process.
  • Administrates the public awareness/search and serve program for identification of exceptional students.
  • Comply with policies and procedures approved by the Brooke County Board of Education, West Virginia Regulations for the Education of Exceptional Children, and mandates required by federal and state legislation in the education of exceptional and handicapped children.
  • Prepares budget for Department of Special Education as required by the state and federal regulators.
  • Prepares all county, state, and federal reports and applications required by the West Virginia Department of Education and Federal Office of Education.
  • 20. Serve as key member of the Superintendent's Advisory Committee.
    21. Demonstrates unbiased attitudes in fulfilling administrative responsibilities.
    22. Performs such other services and assumes such other responsibilities as may
    be determined by the superintendent or assistant superintendent.
    23. Oversee the county responsibilities for the Hope Scholarship.
    24. Responsible for training bus aides, classroom aides and all new special education teachers.
    25. Ensures compliance with all state and federal special education laws.
    26. Collaborates with the preschool director to ensure all in-coming students receive necessary services.
    27. Oversees 504 compliance at school levels.
    28. Review and ensure all state testing accommodations are accessible to students as required by their IEPs.
    29. Serve as district liaison to the county Multi-disciplinary (inter-agency) team.
    30. Monitor's court proceedings for students with IEPs or 504 plans.
    31. Ensures IEPs are compliant for students who are in court-ordered out-of-state placements.
    32. Seeking out and applying for additional grants to aid special education programs.
    33. Responsible for transition activities for special education students to prepare them for post-secondary opportunities.
    34. Collaborate with school psychologists and BCBA to ensure students with difficult behaviors and mental health diagnoses are given a plan to be successful in daily activities.

    Employment Term: 261 days
    Salary: As established by the Board of Education.
    Evaluation: Performance of this job will be evaluated annually in accordance with provisions of the Brooke County Board of Education Policy of Evaluation of Professional Personnel.

    Salary based on experience and education level per CBOE salary schedule plus competitive benefits
    package equal to approximately 35% of direct compensation.
