CPC Climate Capital is a new subsidiary within The Community Preservation Corporation (CPC) and a sub-award partner of Climate United Fund. CPC Climate Capital will support Calvert Impact in the deployment of approximately $2.5 billion in Greenhouse Gas Reduction (GGRF) funds by advancing the CPC Climate Capital Multifamily Decarbonization Strategy nationally. CPC Climate Capital was selected to administer a portion of the awarded GGRF funds on behalf of the Environmental Protection Agency (EPA) to provide subordinate debt financing to owners of multifamily housing nationally to reduce or eliminate on-site fossil fuels, thereby reducing greenhouse gas emissions. These climate goals will be simultaneously delivered against other critical national priorities, including the creation and preservation of affordable housing, promoting equity and environmental justice, and support of high-quality jobs.

Between them, the organizations have 120 years of experience directly deploying more than $30 billion in low-income communities that are disproportionately affected by climate change. The core partners will be joined by multiple deployment and implementation partners to assist with management and mobilization of $6.97 billion from the National Clean Investment Fund established by the federal government as part of the Inflation Reduction Act.

Role Summary:

CPC Climate Capital is seeking a full-time Director of Program Compliance to lead the development, execution, and oversight of a comprehensive compliance program for our federal grant initiatives. Reporting to the SVP, Head of Operations and Finance, the Director of Program Compliance will play a pivotal role in developing and ensuring adherence to programmatic requirements and statutory obligations, thereby safeguarding the integrity of our grant-funded projects.

What You'll do:
  • Responsible for implementing a compliance framework to address programmatic and statutory program requirements, including procurement, cost-accounting, and reporting in conjunction with a 3rd party Program Management Consulting Firm.
  • Manage the relationship with a 3rd party Program Management Consulting firm, providing guidance, and support to ensure effective program implementation, developing management protocol, key deliverables, and KPIs.
  • Collaborate closely with cross-functional teams, including finance, risk management, and legal, to integrate compliance measures into program management processes.
  • Liase with Climate United's Director of Program Compliance, fostering productive relationships and facilitating effective communication on compliance matters.
  • Conduct regular reviews and assessments of program compliance controls, identifying areas for enhancement and improvement.
  • Stay abreast of changes in federal regulations and grant requirements, and proactively adapt compliance strategies as needed.
  • Cultivate a culture of compliance and ethics within the organization, promoting awareness and understanding of compliance obligations among staff members.

Skills and Experience:

  • 8-10+ years of experience in program compliance or federal grant management, preferably in a nonprofit or government setting.
  • Thorough understanding of relevant federal regulations governing grant-funded programs, including 2 CFR Part 200,
  • Experience with government fund programs including Davis-Bacon, Build America Buy America, and OMB circulars strongly preferred
  • Demonstrated experience in designing and implementing compliance programs in complex organizational environments.
  • Experience with managing and developing high-performing internal teams and oversight of external consultants
  • Excellent communication and interpersonal abilities, with the capacity to engage and influence stakeholders at all levels.
  • Strategic thinker with the ability to align compliance initiatives with organizational objectives and mission.
  • Bachelor's degree in a relevant field; advanced certification or degree preferred.
  • Passionate about the mission and work of CPC, Climate United, and committed to justice, equity, diversity, and inclusion.
  • Willingness to travel up to 25%, primarily within the US, and ability to work from the New York City Metro area or be willing to come into the office quarterly for team collaboration.

This is a hybrid role that can be based in either NYC and would work out of our Manhattan office 2 - 3 days a week or remote in Washington DC and will need to periodically travel to our Manhattan office. The salary range is $175,000 - $200,000, dependent on experience.
