Description

Reporting to the Vice Chancellor for Administration & Finance, this position provides strategic leadership and accountability for the business operations of the University of Montana Western (UMW) through effective performance management of staff and by establishing fiscal and business policies, procedures, internal controls, and reporting systems for the following functional areas:
  • General accounting
  • Accounts receivable
  • Accounts payable
  • Travel
  • Grants
  • Procurement
  • Student loans
  • Treasury
  • Budget control and monitoring
As the chief accounting officer, the individual assigned to this position is responsible for the following essential duties and responsibilities:
  • Coordinate with UM-Missoula to develop proper accounting and safeguarding of UMW's assets and recording the UMW's liabilities.
  • Collaborate with UM-Missoula Accounting Compliance Coordinator
  • Recording and reporting all financial activity for UMW funds in accordance with applicable policies and regulations
  • Controlling the collection and disbursement of UMW funds in accordance with applicable policies and regulations
  • Preparing daily and annual operational and financial reports for specified UMW funds.
  • Reviewing the operating budgets for compliance with budget and fund balance requirements
  • Maintaining the accuracy and integrity of the accounting system
  • Properly procuring goods and services for UMW
  • Assisting a diverse population of students, faculty, and campus departments in obtaining fiscal information
  • Providing fiscal information to outside agencies, organizations or individuals as requested or required by law.
  • Supervising personnel assigned to work in Business Services
  • Appropriately implementing personnel and diversity policies within the department
  • Facilitating and managing billing, fee collection and aid disbursement for student registration
  • Supports university committees as directed.

The person assigned to this position is responsible for all activities for fiscal year end at UMW and provides financials for UM, in cooperation with the University of Montana Business Operations and Finance Office and provides advising for the UMW Vice Chancellor for Administration & Finance.
Minimum Qualifications

The person in this position is responsible for providing leadership and direct management of full and part-time employees in the Business Services Office. These duties may include recruiting, supervising, and completing annual performance evaluations in accordance with the University and Montana University System policies and procedures. Additionally, this position is required to understand and manage in accordance with any applicable collective bargaining agreements.

  • Advanced understanding of generally accepted accounting principles and audit practices
  • Current working knowledge of and experience with financial reporting
  • Leads an office committed to improving processes and providing outstanding service in an increasingly complex and demanding regulatory environment.
  • Effective strategic planning and implementation skills
  • Highly effective problem-solving, conflict resolution and negotiation skills needed to resolve complex situations.
  • Ability to develop financial policies, procedures, internal controls, and reporting systems.
  • Ability to read, comprehend and interpret complex federal and state regulations and apply them appropriately and consistently.
  • Demonstrated skill in effectively managing employees, teams, and financial resources.
  • Ability to develop and maintain effective working relationships with a variety of individuals at all levels.
  • Professional written, verbal and listening communication skills.

Additional Information

Preferred

  • The person assigned to this position should possess, at a minimum, a bachelor's degree in business, accounting, or a related field.
  • At least five (5) years of related professional experience with progressively responsible professional experience leading a complex financial service organization.
  • Previous work experience in a higher education setting
  • any combination of experience and education that would provide the competencies required to successfully discharge the duties assigned to this position.
  • Additionally, the following attributes are considered highly preferable for this position:
  • CMA, CPA or MBA
  • Demonstrated working knowledge of Generally Accepted Accounting Principles (GAAP) and GASB pronouncements.
  • Previous work experience in a higher education setting
  • Experience with Ellucian Banner Enterprise Resource Planning
  • Experience with computerized account systems.
