This position is located at Headquarters (Quantico, VA) .Candidates selected for this position will serve as a Senior Project Manager - Personnel Policy & Planning (PP&A) NF5.

Major Duties

The Senior Project Manager, (Sr. PM) is a staff member in the Personnel Policy & Planning PP&A Portfolio Management Office (PMO). The Sr. PM is responsible for promoting and exercising PMO defined standards for effective and efficient project, program and portfolio management practices. The Sr. PM trains and mentors junior PMs and all staff that are required to manage projects; develops and delivers training plans for project management methodology, tools and techniques; supports and oversees project management activities for PMs and all staff that are required to manage projects through all project phases to include initiation, planning, execution, control and closeout. The Sr. PM monitors and assists management with IT projects and non-IT projects including but not limited to retail operations, Morale, Welfare and Recreation (MWR) activities, business support, web services, business intelligence, IT infrastructure, etc. Provides constructive critique of project management and project performance. Documents and manages key performance indicators and scorecards. Identifies and assesses strengths and weaknesses of project and program management practices and outcomes. Identifies opportunities for improvement and defines complimentary courses of action. Plans, manages, and directs selected projects, programs or portfolios of tactical or strategic impact as assigned.

In accordance with PMO defined standards for project management, provides quality oversight and performance metrics for project management life cycle (PMLC) process. Directly oversees the management of the PMLC within active projects. Oversees and facilitates the Capital Planning and Investment Control (CPIC) process. Provides templates for artifacts as required for PMLC and CPIC. Performs tasks to support and administer Microsoft Office Project Server and other management tools as required.

Supervises full performance NAF staff to include: assigning, distributing, and evaluating work; coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave; recommending and completing personnel actions; recommending and completing performance reviews; recommending and administering discipline; recommending and administering incentive awards; signing timecards; training employees; keeping abreast of, and actively supporting, the principles of the EEO program and prevention of sexual harassment; being alert to alcohol/drug abuse to take appropriate action.

Works directly and proactively with Project Managers to meet objectives and to ensure maximum effective use is made of IT and business tools, techniques, and methodologies in proposing, developing, and implementing MCCS solutions. Coordinates with subject matter experts as needed, to resolve complex technical or administrative issues. Interacts with vendors, subcontractors, other agencies as required to ensure quality assurance of project deliverables. Responsible for Contracting Officer Representative (COR) duties to include acquisition planning and contract monitoring. Provides support and expertise for assigned areas and maintains current knowledge of relevant hardware and software applications and technologies in all areas of software development.

Tracks and accounts for project milestones, resources, risks and scope management with working knowledge of Earned Value Management (EVM). Reviews project documentation to include project justifications, charters, procurement documents, project schedules, project management plans and project technical documents for accuracy, continuity and consistency. Conducts budget and resource reviews and provides recommendations for adjustments or other project plan consideration using EVM specific methodologies: Cost Performance Index (CPI) and Schedule Performance Index (SPI). Conducts research in support of PMO operations and planning. Assists the PMO with development of project management policies, procedures and best practices. Develops and maintains project profiles and key documentation for all projects in designated electronic collection areas. Tracks project events, generates and disseminates notices to stakeholders, managers, field commands, etc. as required. Documents and manages project records.

Reports directly to the PMO Branch Head. Performs all tasks within the discipline of Project Management in accordance with PMI Industry standards. Coordinates directly with Project Managers. Coordinates with customers, service providers, consultants and other USMC agencies for administrative, operational, and logistical requirements.
Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.

Occasional travel to complete work assignments, conduct training or attend conferences and meetings. Performs other related duties as assigned.

This is a white-collar position where occasional lifting up to 20 lbs may be required.

Qualifications

Bachelors' Degree in Information Technology or Business related field appropriate to the work of position AND six years of project experience performing specific tasks within all project management phases to include project initiation, planning, execution & control and closeout is required: OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above. Project Management Professional (PMP) certification is required or equivalent level education. Mastery of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. General understanding of the NAF Business and Support Services mission and specific knowledge to the technology that it supports is highly preferred.

Should have experience managing projects to deliver IT and non-IT solutions to satisfy business capability needs. Specific experience with Retail, MWR, Finance, Human Resources, Business Intelligence, Construction and Procurement type business activities and IT infrastructure is a plus. Must have experience with measuring and reporting project performance. Must possess experience with tasks that support project administration, logistics and operations to include analysis of project indicators and performance reporting. Proficiency using at the Microsoft Project or similar project tools is a required. Experience as an application administrator for Service Now, Jira or Primavera or similar tools and SharePoint is a plus. Must be organized and communicate well.

Eligible for incremental telework as determined by MR/MF policy.
