Position Overview

Serve as a trusted advisor to the Sponsor and project leadership, shaping and executing the Sponsor's business IT strategy. Work on the Project Management Office (PMO) team and collaborate closely with client leadership, Project Manager (PM), and across the Sponsor office to plan, develop, and implement effective program governance for the deployment, operation, and maintenance of a new HR and talent system.

Responsibilities include:

  • Work with the Sponsor Chief, Deputy Chief, and AFS PM to design and implement change control governance.
  • Support other teams outside of the PMO team as assigned.
  • Collaborate with Sponsor and project leadership to understand the Sponsor's business strategy and define the Sponsor's IT operating and governance model.
  • Research, plan, design, and develop options for establishing a change control governance framework that aligns with the Sponsor's enterprise IT and data governance boards.
  • Foster teamwork and collaboration with internal and external stakeholders to drive alignment, engagement, and buy-in for implementation of the Sponsor's IT operating and governance model.
  • Create blueprints & recommendations that translate the Sponsor's business objectives into actionable roadmaps.
  • Support the identification, prioritization, and selection of future HCM system releases, updates, and changes.
  • Work across the IT HR and Talent landscape to recommend potential change freezes.
  • Promote industry best practices, encourage innovation, and facilitate regular PMO reviews to identify opportunities for optimizing project governance and processes.
  • Other project duties as assigned.


Required Skills

  • Active Top Secret/SCI with Polygraph.
  • Bachelor's degree and 5 years of applicable work experience.
  • Ability to collaborate with Sponsor stakeholders regarding strategic initiatives, change control, governance, and AI/ML.
  • Ability to work at the tactical level to support business engagement and change management activities.
  • Outstanding oral and written communication skills.
  • Good working knowledge of HR and talent management best practices and the ability to ramp up quickly on the Sponsor's HR and talent management processes.
  • Experience serving in a facilitation role, ability to effectively communicate information between technical and functional (business user) teams.
  • Advanced experience with MS Excel, Word, PowerPoint.
  • Familiarity with Agile delivery methodology.
  • Ability to work as a team, coordinating individual efforts with other team members.
  • Experience with task planning and decomposition to deliver work finished work products on schedule that meet customer quality standards.
  • Strong analytical skills, experience with project management and problem solving with ability to take ownership of tasks and assignments.
  • Experience creating and delivering executive-level Power Point presentations (to include text, tables and graphic content).


Desired Skills

  • At least 8 years of relevant experience.
  • At least 3 years of experience supporting the business aspects of an HCM system implementation.
  • At least 3 years of experience support the Sponsor's legacy HR, payroll, and T&A applications.
  • Experience developing a framework for leveraging the AI/MI capabilities of an HCM system.
  • Experience supporting the implementation of PeopleSoft HCM or an enterprise resource planning system (ERP) system.
  • Intermediate experience with JIRA and Confluence.
  • Experience in a leadership role on one or more full lifecycle system implementation projects, preferably for an Intel community customer.
  • Project Management Professional (PMP) certification.
