Job Description

The Director I, Construction Support position directs the operations of a multi-discipline department within the Construction Support group, which provides construction and technical support to projects during the conceptual, design, and construction phases of a project. This position typically supports the functional aspects for assigned functions to the corporate construction group and any of the business groups. This position may serve as a Department Manager for a functional discipline.
Provide assistance and technical direction to business units
Develop departmental construction support programs and procedures
Typically manage personnel and provide an environment for the development and professional advancement of staff members, including on-the-job, formal training, development opportunities, and timely performance feedback
Leverage internal and external resources to administer policies and procedures consistently across all business groups, lines, functions, and locations
Analyze situations, identify and forecast pertinent problems and evaluate realistic options; and recommend/implement appropriate course of action
Other duties as assigned

Basic Job Requirements
Accredited four (4) year degree or global equivalent in applicable field of study and eighteen (18) years of work-related experience or a combination of education and directly related experience equal to twenty-two (22) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
Job related technical knowledge necessary to complete the job
Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
Ability to attend to detail and work in a time-conscious and time-effective manner

Preferred Qualifications
Must be able toprovide proof of US citizenship
Ability to speak/read multiple languages
Possess operational and personnel management skills
Possess problem solving, organizational, and conflict resolution skills
Extensive understanding of construction operations and support functions
Ability to collaborate and adapt to changing conditions
Capable of performing constructability assignments in the office(s) and/or at the site
Basic computer and software skills to include the use of word processing, email, spreadsheets, and electronic presentations

Other Job Requirements

The scope of the CD 2/3 Package team is to ensure the delivery of the Critical Decision (CD) 2/3 package at Design Gate #2 for Fluor. This primarily includes:
Develop CD 2/3 Package Table of Contents
o Document Index
o Develop Folder Structure
Develop and maintain a responsibility matrix for deliverables (LACTI)
Develop and maintain interface deliverable templates with appropriate functional organizations.
o Estimating - WBS Dictionary, BOE's, GAO 12 step, etc.
o Integrated Master Schedule - Level 1 Schedule, Basis of Schedule, GAO 10 step, full schedule PDFs, Critical Path Analysis, Resource Curves
o Risk
o Cobra
o Plans and Reference Documents
Support and expedite the preparation and finalization of documents by each functional organization.
Ensure that the documentation developed supports the CD 2/3 ICE and EIR review requirements.
Deliverables adhere to requirements of DOE 413.3B
Deliverables adhere to the requirements of EVMS compliance (where applicable)
Develop and maintain the CD 2/3 Package Development schedule.
Coordinate and maintain alignment with expectations of Senior Management and the client.
