General Job Description

The Project Manager Customized Training Project (CTP) - Toyota Battery Manufacturing, North Carolina (TBMNC) is the point person for the Workforce Development/Continuing Education department and college on the Toyota Battery Manufacturing, North Carolina (TBMNC) project. This individual will oversee project planning and implementation with TBMNC, RCC, and partner agencies to support the overall related workforce development goals.

The Project Manager will report to the Vice-President of Learning & Workforce Development and is responsible for organizing, implementing, and administering the Customized Training Program project for TBMNC. Primary duties and responsibilities include the development, delivery, and administration of the CTP course offerings at TBMNC. Other duties include maintaining the customized training budget for TBMNC, providing documentation of program successes, hiring adjunct faculty, conducting class visits, and working closely with TBMNC personnel on training needs.

This position is based on the first phase of the customized training project for TBMNC (two-year project) and is a time-limited position which is based on eligibility of funding.
Duties

  • Supports the TBMNC project for strategic workforce planning across multiple partners and entities
  • Works with a collaborative, multi-disciplinary team focused on strategy, planning, program alignment, and evaluation with a special focus on TBMNC workforce development
  • Partners with Client/Stakeholders/Subject Matter Experts to develop project outcomes and lead project implementation
  • Develops program communications and manages timelines ensuring the integrity of overall project
  • Coordinates participant and leader communications including a regular cadence of touchpoints providing ongoing project strategies to key stakeholders and Department Leaders
  • Monitors progress, and evaluate trends to ensure the needs of the business leaders and/or participants are addressed throughout the program
  • Develops and executes project plans, timelines, milestones and key metrics for talent development ensuring deliverables meet project objectives
  • Schedules and leads project workgroups with interagency and private sector partners
  • Coordinates implementation of talent recruitment, assessment, and training strategies
  • Develops strategies to grow awareness and inspire participation in key TBMNC workforce programs
Faculty & Staff:
  • Recruits, interviews and hires credentialed faculty for the TBMNC project
  • Submits all hiring documents and verification of credentials for all TBMNC project faculty
  • Orients new faculty
  • Supervises and evaluates the operation of all TBMNC project classes and faculty/facilitator in accordance with policy, including classroom observations
  • Assists TBMNC project faculty/facilitator in developing instructional materials, instructional delivery, and classroom management
  • Assigns teaching schedules for TBMNC project faculty/facilitator within workload policy guidelines
  • Serves as resources person to TBMNC project faculty/facilitator
  • Facilitates the communication of departmental and/or college information to TBMNC project faculty/facilitator via meeting, email, etc., as needed
  • Guides the Program Support Specialist assigned to the TBMNC project in record maintenance as required by Randolph Community College and the North Carolina Community College System, e.g. instructor contracts, payroll, student fee waivers, release forms and class attendance for course
Department Management:
  • Facilitates the selection and ordering of TBMNC project books and materials
  • Manages any conflict within TBMNC project; striving to find an amicable resolution
  • Reviews, evaluates, and assesses the TBMNC project programs periodically, facilitating innovation in curricular and instructional development in keeping with the mission and vision of the College
  • Ensures TBMNC project programs are in full compliance with the requirements for accreditation, certification, and other standards as stipulated by NCCCS
  • Develops and maintains productive relationships with those agencies and other organizations within the community/industry which are pertinent to the TBMNC project program and to prospective graduates
Budget Management:
  • Supports TBMNC project needs for personnel, equipment, supplies, facilities, and other resources during the project planning process.
  • Coordinates the requisition of resources and services, including equipment, supplies, facilities and other materials required for the effective delivery of instruction
  • Manages the TBMNC project budget, regularly monitoring the status of expenditures and implementing inventory control methods
Records:
  • Monitors and reviews part-time faculty records
  • Submits any required TBMNC project Annual Reports for NCCCS reporting

Required and Preferred Qualifications

Required:
  • Bachelor's degree in a technical, manufacturing, or management field or an AAS in a similar field with 5 years of progressive experience in project management
  • Five or more years' experience managing projects, including monitoring project scope and budget, creating project schedules, managing project resources, resolving issues, and reporting status
  • Experience working with manufacturing management or manufacturing training and development
Preferred:
  • Master's Degree in technical, manufacturing, or management related area
  • Experience in the automotive or automotive supplier industry
  • Experience working in training/development or higher education
  • Experience working in manufacturing engineering, management, continuous improvement, or quality assurance/control/management
  • Supervisory experience
  • Experience in developing and implementing training programs in educational or other organizations, including direct classroom instruction experience.
  • Experience with grant implementation, reporting, and close out
  • Experience using the Colleague/Datatel system
