This position is located at Headquarters, Quantico,VA.Candidates selected for this position will serve as a Program Manager for Warrior Athlete Resilience, NF5.
Major Duties
Serves as the Warrior Athlete Resilience Section Head, Semper Fit/Warrior Athlete Readiness and Resilience Branch (MFS), Marine and Family Programs Division (MF) Manpower and Reserve Affairs Department (M&RA), Headquarters Marine Corps (HQMC). Supports Marine Corps Total Fitness efforts within the Semper Fit/WARR Branch and Marine and Family Division. Leads integrated, collaborative, and modern program delivery, resource management, infrastructure development, and policy design in the areas of single Marine programs, installations sports and athletics, sleep and performance education, spiritual fitness, resilience and wellness, recreation, mobile, remote, and deployed capabilities, for Marines and their families. Organizes and positions program capabilities to support warfighter readiness, lethality, and resilience while synchronously reinforcing family and community wellbeing. Develops measures of effectiveness and conducts analysis and assessment related to program needs, productivity, and efficacy. Guides acquisition, standardization, reconfiguration, repair, design, construction, and outfitting for equipment, technology, outdoor areas, and facilities. Collaborates with stake holders and strategic partners to create an integrated network of support for Marines and families in the areas of physical, mental, spiritual, social, nutritional, sleep, and environmental fitness. Continuously works to modernize and integrate all aspects of health, wellness, prevention, and performance.
Management
O versees day-to-day operations of the designated programs involving significant responsibilities that encompass: mission, function, operation, activity, laws, rules, and regulations authorized and funded by the agency. Develops and modifies operational guidelines for the full range of actions and standards for program operations when established guidelines have not been successful, do not apply, or do not exist. Determines appropriate products or services with customers to define program scope, requirements, and deliverables when groups have complex characteristics such as diverse social, economic, health, wellness, and performance profiles, or needs that require combined resources from multiple divisions and agencies with conflicting, overlapping, and inconsistent requirements and objectives. Develops, modifies, or provides input to program plans providing best of current successful projects to stimulate development and improvement of programs. Implements high visibility or complex program plans that significantly affect overall operation and credibility of the agency to meet Marine Corps Community Services objectives. Coordinates and integrates project activities that require negotiation with representatives inside and outside the organization, and resolution of conflicts and controversial disputes over applicability of guidelines and operation of programs.
Supervision
As a Section Head, supervises full performance level NF-04 and equivalent employees to include: assigning, distributing, evaluating work; coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, recommending and completing performance reviews, recommending and administering discipline, recommending and administering incentive awards, signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment, being alert to alcohol/drug abuse to take appropriate action.
Analysis and Evaluation
Exercise analytical ability, judgment, and discretion, and applies a thorough knowledge of management principles, practices, methods, and techniques to continuously analyze accuracy of planning processes and procedures to recommend improvements. Responds to audit requests for information to brief executive level personnel on programs Marine Corps wide.
Budgeting
Works with MFQ to develop, administer, and monitor the operating and capital budget for all programs under the purview of this position. Identifies and establishes cost centers. Reviews and analyzes programs for operational efficiencies, cost avoidance, and revenue generation opportunities. Evaluates alternative management strategies, performs cost benefit analysis and cost effectiveness of operations. Performs comparative analyses of all Marine Corps fitness, aquatics, and sports operations to commercial counterparts and develops strategic business plans for implementation of private sector best practices, where appropriate
May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours. May travel to complete work assignments, and conduct or attend training, conferences, and meetings.
This is a white-collar position where occasional lifting up to 20 lbs. may be required
Qualifications
A bachelor's degree in physical education, exercise science, sports management, sports psychology, human performance, or a related field is required. A master's degree or higher in a related field preferred. AND ten years of experience that demonstrates the possession of leadership, managerial, analytic, and supervisory knowledge, skills, and abilities in the areas of integrated program delivery, resource and talent management, infrastructure design, and policy development for human performance programs - single Marine programs, installations sports and athletics, sleep and performance education, spiritual fitness, resilience and wellness, recreation, mobile, remote, and deployed capabilities. Experience with Marine Corps Total Fitness framework and policy development. Experience with Warrior Athlete Readiness and Resilience concepts and system structure. Experience in oversight for Marine Corps wide programs delivery. Demonstrated skill and experience in the evaluation and assessment of program needs and effectiveness. Demonstrated experience with institutional budget development. Demonstrated experience with metric development and evaluation. Skill and experience in coordinating and supervising teams. Skill and experience with developing operational procedures and guidelines. Experience with NAF procurement processes and guidelines is preferred.
