CONTINGENT OPPORTUNITY - The Security Manager (SM) provides Safeguards and Security support for the Paducah ISS contract with the Department of Energy (DOE). The SM will be responsible for security requirements at a highly regulated facility and will work closely with the Facility Security Officer and Officially Designated Security Authority (ODSA) to ensure Program Management Operations, Physical Protection, Information Security, Personnel Security, and Foreign Visits and Assignments are managed in accordance with DOE policies and procedures. The SM exercises leadership over assigned initiatives. The SM works with the PM as the primary liaison with the customer regarding contract execution and related requirements. Ensures the accomplishment of all performance, administrative, and reporting requirements. Responsible for overseeing the management, administration, and execution of Safeguards and Security Program. Advises the PM and other upper management on all matters pertaining to contract execution, including contractual, performance, and security issues.

Program Management:
- Develop, implement, and maintain a robust security program to protect the organization's physical and digital assets.
- Oversee the design, installation, and operation of security systems (e.g., access control, surveillance, alarms).
- Ensure compliance with all applicable security regulations and standards.
- Assist with program management on assigned programs.
- Monitor and direct performance of all services to the customer and ensure cost, schedule, and programmatic objectives are met within budget and schedule constraints.
- Ensure work is performed properly to the complete satisfaction of the customer and per all contract requirements.
- Resolve customer complaints and/or disputes per contractual requirements or regulatory requirements.
- Act as interface between the company and the customer (normally through the Contracting Officer's Representative).
- Lead coordination efforts with the customer and corporate headquarters personnel for contract modification reviews and implementation.
- Assist efforts to develop pricing for company-provided services on respective contracts.
- Ensure that program specific metrics are accurately reported.
- Conduct on-going and periodic assessments (including benchmarking against other organizations) of performance on all contract elements to identify areas of weakness to remedy and opportunities to pursue superior performance.
- Conduct regular risk assessments and vulnerability analyses to identify potential security threats and vulnerabilities.
- Develop and implement risk mitigation strategies and security measures to minimize threats.
- Monitor and respond to security incidents and emergencies, coordinating with law enforcement and emergency services as necessary.
- Represent the company at Program Management Reviews, customer meetings, and other forums as necessary.
- Assist with the contract closeout process when all the terms and conditions have been met (if applicable).
- Apprise the PM and other senior management on program status and provide advice on issue resolution.
- Travel in support of the program, customer, and company.
Leadership:
- Supervise and manage the security team, including recruitment, training, scheduling, and performance evaluation.
- Determine and initiate personnel and process improvement or corrective measures as necessary.
- Interface frequently with customer and subcontractor personnel.
- Resolve personnel disputes between employees per company policies.
- Develop and implement security training programs for employees, contractors, and visitors.
- Ensure that all personnel are aware of and adhere to security policies and procedures.
Administration:
- Enforce established policies, procedures, and goals for successful program execution.
- Prepare and present reports and briefings as necessary.
- Develop, update, and enforce security policies, procedures, and protocols.
- Ensure compliance with security policies across the organization.
- Maintain documentation of security incidents, audits, and compliance activities.
- Implement and execute other plans and programs as required.
Personnel Functions:
- Assist with direct hiring functions to maintain appropriate staffing levels. This includes: 1) development and posting of position descriptions when positions are added to a contract or become vacant; 2) interviewing candidates; 3) making hiring decisions; 3) negotiating salaries/wages when applicable (with consent of VP); coordination with HR throughout the hiring process.
- Monitor and evaluate employee performance.
- Conduct employee disciplinary measures, when necessary, per company policy/procedures.
- Oversee training programs to ensure all training /qualification requirements are met/maintained.
- Ensure that company personnel policies are adhered to.
- Ensure accuracy of and approve employee timesheets.
Education
- BS degree in Criminal Justice, Security Management, or a relevant discipline and seven (7) years experience in Safeguards and Security Managment, including all aspects of process development and execution is preferred.
Experience
- A minimum of ten (10) years' experience in a technical program management or leadership role is highly desired.
- Extensive knowledge of and experience with DOE policies, programs, and field level operations is highly desired.
- Experience with DOE environmental remediation project management is preferred.
- Related work experience may be substituted for education requirements.
- Knowledge of DOE EM PPPO's Paducah field site is desired.
License, Cert or Registration
- Must have current drivers' license.
- Must have proof of U.S. citizenship.
- Must be able to obtain and retain a US Government security clearance.

- Must possess an excellent understanding of technical issues and be able to communicate them effectively verbally and in writing.
- Must be able to draft professional quality correspondence, reports, briefings, and other communications.
- Must be able to communicate effectively before groups of senior-level customers in the DOE and within the company.
- Must be able to successfully perform advanced mathematical functions as required.
- Must have demonstrable fluency with computers, software, and general office equipment.
- Must demonstrate and be able to apply common sense when carrying out written or verbal instructions.
- Must possess problem solving and analytical skills.
- Must be able to multitask, prioritize daily work schedule so that production goals are met, and adapt to changing requirements.
