Description:

The Senior Contracts Administrator has demonstrated proficiency with FAR-based and commercial (non-FAR based) contracts, task orders, task descriptions, purchase orders, modifications and subcontracts lifecycle compliance and administration activities, including pre-award, proposal, award, post-award, execution and closeout.

  • At least 10 years' experience managing GSA Contracts/Schedules with a full understanding of FAR based reporting and compliance requirements. Make this a Desired Experience
  • At least 10 years' US Army/ACC-Redstone EXPRESS vehicle experience including pre/post award administration to include preparation of Excel and related pricing documents. Make this a desired experience
  • Perform pre- proposal analysis including Draft RFP review/comment, price-to-win strategy analysis, and labor category mapping strategy to support pricing objectives.
  • Prepare timely and compliant price proposals and cost volumes; prepare cost volume supporting narrative descriptions and Bases of Estimate, including supporting research/analyses of labor category qualifications and compensation standards, as required.
  • Coordinate pricing proposal review to support Capture Manager proposal development schedule; coordinate target labor category salary, burden, fee and document assumptions (e.g., forward pricing estimates or labor category percentiles) with Senior Management.
  • Prepare/review, track, staff and execute non-disclosure agreements, teaming agreements, GSA CTAs, subcontracts and consulting agreements with Senior Management; generate purchase orders and service agreements.
  • Interpret contractual terms and conditions including fiscal and legal implications; advise Management of potential risks and provide a risk mitigation plan.
  • Perform daily contracts and/or subcontracts administration requirements; advise Senior Management on processes or methodologies that reduce risk, improve performance and timeliness, increase accuracy or reduce burden.
  • Maintain contracts and/or subcontracts documentation to ensure compliance with DCAA, DCMA and/or other audit agency requirements.
  • Establish and maintain professional working relationships with both internal and external customers.
  • Develop negotiation strategies to foster corporate growth and financial stability.


Education:
  • Bachelor's Degree in business or related field
  • NCMA Certification desired


Job Qualification:
  • 15 years of relevant federal government and commercial contract/subcontract/purchasing administration experience.
  • Experience with and understanding of all contract types to include T&M, FFP and CPFF.
  • Ability to multi-task, set priorities, and meet deadlines.
  • Excellent interpersonal, written and oral communication skills.
  • Ability to work independently as well as in a team environment.
  • Highly organized with a focus on attention to details.
  • Proficient with Microsoft Office Suite, including Word and Excel.
  • Required to obtain/maintain a government security clearance.
