The Water Quality Program within the Department of Ecology is looking to fill a Water Quality Financial Management Section Manager (WMS2) position.

This position is locatedin our Headquarters Office inUpon hire, you must live within a commutable distance from the duty station.

You will manage a dynamic group of professionals funding hundreds of restoration and infrastructure projects across Washington through a combined state and federal funding program with over a billion dollars under operational agreements. As the top person for the federal Clean Water State Revolving Fund, you are nationally involved on best practices for funding clean water projects in local communities and Tribal lands. You will find innovative ways to ensure that small and disadvantaged communities have the funding and resources needed to support environmental justice, cultural resource protections, and ensure cool, clean water for aquatic life and their communities.

Program Mission: The mission of the Water Quality Program is to ensure that all aquatic life and communities in the watershed experience cool, clean water to refresh and sustain us in a changing climate.

Tele-work options for this position: This position will have flexibility of a hybrid schedule, empowering work from home and office, providing less time in traffic and shrinking your carbon footprint. Duties

What makes this role unique?
You will manage the largest capital funding program statewide focused on clean water. Washington is unique in that our funding program is embedded within the regulatory program, helping you direct funds where the need is greatest both efficiently and effectively. You will enjoy considerable autonomy to explore new policies and procedures to improve outcomes for communities and clean water.

What you will do:
As a member of the Water Quality Program Management Team, you will:
  • Provide mentorship and guidance to Ecology's clean water capital budget manager, and the ecosystem, stormwater, and wastewater unit supervisors.
  • Direct the grant and loan annual application and award processes for the Water Quality Combined Funding Program.
  • Oversee the review and evaluation of all applications for financial assistance to ensure compliance with applicable laws, rules, and funding guidelines.
  • Oversee the initiation, completion, and closeout of funding agreements by project and financial managers across the Water Quality Program to ensure compliance with applicable laws, rules, policies, and procedures.
  • Manage the production and distribution of biennial reports to the legislature on water quality grant and loan programs.
  • Coordinate with the federal Environmental Protection Agency, other federal and state agencies, and local governments in the administration of the program.
  • Coordinate with other state and federal funding agencies through the Sync Infrastructure Improvement Team and the Align Ecosystem Restoration Team.

Qualifications

Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:

  • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
  • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

A total of 9 years of experience and/or education as described below:
  • Experience in public sector budget management, funding program administration, fiscal management, accounting, environmental analysis, control, planning, community outreach, or supervisory experience.
  • Education: involving a major study in an environmental, physical, or natural science, planning, business administration, finance, public administration, economics, or closely allied field.
