Hours: 40 hours per week, non-exempt position
Wage Range: $39.92 - $44.50; wage dependent on relevant qualifications, experience, and education

key responsibilities
Leadership:
- Offer vision, creativity, and enthusiasm to employees and community members to generate positive thinking and best practices for young people;
- Serve as a strategic business advisor to the C-Suite team;
- Maintain meaningful involvement with consumers, advocates, and community partners;
- Collaborate with the CEO, C-Suite, and other Senior Leaders to develop a sustainable leadership model that is in alignment with the mission, vision, and values of the organization;
- Participate in creating and maintaining a workplace that values diversity and is free of racism, sexism, heterosexism, and other discriminatory practices;
- Maintain and improve on a collaborative and cohesive team of professionals committed to the mission delivery;
- Continue to foster and improve an organizational culture that builds on the principles of anti-racism and Healing Centered Engagement;

Management:
- Directs and plans all elements of full employee life cycle in alignment with strategic plan;
- Reviews and makes recommendations to executive team for improvement of the organization's policies, procedures and practices on personnel matters;
- Leads executive management in the review, preparation and administration of the organization's total rewards program;
- Upholds the policies of NWYS and responds to staff inquiries regarding employment policies;
- Consults with legal counsel as appropriate on personnel matters with approval of executive management;
- Works with supervisors to assist them in carrying out their responsibilities on personnel matters;
- Recommends, evaluates and participates in staff development for the organization;
- Supervises Culture & Employee Relations staff;
- Creates and administers HR actions for hiring, separation, promotions, transfers, wages and benefits;
- Responds to employee inquiries regarding human resources and employment issues;
- Works in collaboration with Finance Team to ensure accurate and timely processing of payroll related changes;
- Administers all worker compensation claims and related reports; processes all injury claims, and works with employees and supervisors regarding general questions and the accommodation of Return to Work restrictions;
- Conduct workplace investigations as needed in compliance with WA state law and EEOC guidance;
- Oversee the implementation of and develop required trainings for staff in compliance with licensing, grant, and contract requirement;
- Maintains required employment posters and other legally required documents;
- Is responsible for record retention and document/file/HR Systems audits, ensuring compliance with federal, state and local laws and regulations;
- Verifies employment eligibility through E-Verify;
- Conducts background checks;
- Maintain the highest level of confidentiality with employee information and files;
- Ensure job descriptions, hiring documentation, termination paperwork, employee evaluations, etc. are kept up to date;
- Maintain physical, digital, and electronic records in compliance with human resource standards;
- Study the latest Human Resource trends and best practices and share knowledge with team;
- Follows agency policies and procedures, RCW's, WAC's, and other applicable external regulations;
- Represent the agency in a positive and professional manner;
- Pursue training and skills pertinent to the position; and
- Other duties as assigned.

qualifications
Minimum Qualifications:
- Bachelor's degree in HR or related field or a minimum of three years' experience working in the field of business administration, nonprofit administration, or human resources;
- Three years of progressive responsibilities in human resources;
- Excellent conflict resolution skills;
- Advanced understanding of anti-racist principles and their workplace applications;
- Strong business acumen;
- Thorough knowledge of employment law;
- Proficient with Word, Excel, and general office machines;
- Must be 21 years of age or older;
- Proof of Washington State Driver's License, driving record, and auto insurance; and
- Must pass background check.
Required within first 30 days of employment:
- CPR/First Aid/Bloodborne pathogens certifications required;
- Must have a negative TB test; and
- Full understanding of the CPS reporting requirements.
Preferred Qualifications:
- Master's degree in related field;
- PHR or SPHR certification; and
- Five years' experience in human resources management.
