The Director of Service Planning and Scheduling is responsible for the planning and management of a transit service development program including strategic/long-range planning, short-term planning, performance evaluation, cost analysis, and regional coordination; develops, recommends, and implements service plans and programs reflecting the goals and objectives of the TDCHR.

Essential Job Functions:

  • Directs the planning, coordination, and implementation of transit services and programs; monitors regional planning activities within the HRT member jurisdictions; works closely with City Managers and other City staff members to establish HRT as an integral part of urban development and land use decisions; coordinates development of transit services that benefit the cities and the entire region; directly supervises the work of a professional planning staff.
  • Works closely with the President/CEO, Chief Planning & Development Officer, Commissioners, elected officials, local government officials, and federal/ state officials.
  • Responsible for the development and maintenance of the long-range HRT Transportation Service Plan as required by state law; responsible for the development of short-term plans and grants and works with the MPO to develop and update all required service plans; attends regional MPO and or Technical Committee meetings to represent HRT interests in the promotion and funding of public transit in Hampton Roads.
  • Works with the Chief Planning & Development Officer and the Commission's Planning and Development Committee to develop strategic plans and organizational goals on an annual basis; provides staff assistance and support to the Commission's Planning and Development Committee; works with the Committee Chair to schedule meetings and develop agendas; coordinates Committee's flow of work and information to facilitate development and Commission approval of service plans and changes.
  • Directs the development of route performance standards, collection of data, and related research in order to develop and disseminate management reports as may be required, responsible for the analysis of route performance and recommendations for service improvements and efficiencies.
  • Directs the production of transit service schedules in accordance with the labor agreement.
  • Develops and administers the Planning Department budget.
  • Directs the hiring of personnel to make best use of employees; oversees and/or selects employees and develops their capabilities; directs work of subordinates; reviews employees' work for effectiveness in meeting goals, standards and schedules and conducts performance evaluations as required; approves employees' work schedules and time reports; oversees employee relations issues that may arise for Planning Department employees, and works with the Human Resources Department to resolve such issues.
  • Monitors and evaluates staff performance and oversees their professional development including and encouragement to take on new responsibilities.
  • Communicates understanding and support of organizational goals through actions, written documentation, and verbal communication; interacts effectively with individuals and groups at all levels; maintains ties with external organizations.
  • Ensures compliance with all applicable policies, rules, regulations and laws; stays abreast of legal, regulatory and policy development affecting areas of responsibility.
  • Advises the Chief Planning & Development Officer and President/CEO of service planning issues, programs, projects and resource needs.
  • Coordinates the planning and implementation of major transit service programs such as CMAQ Projects and special services.
  • Supervises the conduct of periodic Comprehensive Operations Analyses and training implementation of recommended service improvements.
  • Prepares and updates annual Transit Development Programs/TIP.
  • Prepare and/or coordinate with other departments any documentation required in support of the FTA triennial reviews, drug and alcohol audits, independent audits, state audits, EEO Program audit, etc.
  • Manage records created and received in compliance with the Hampton Roads Transit Records Management Policies and Procedures.
  • Performs other duties as assigned.

Required Knowledge, Abilities and Skills essential to Job Functions:

Knowledge of the principles and practices of transit planning; knowledge of the policies and practices that govern service productivity and distribution; knowledge of the scheduling function; considerable knowledge of Federal, State and local funding procedures; knowledge of federal regulations affecting areas of responsibility; considerable knowledge of computer applications to transit planning functions, spreadsheets, and Word; ability to plan, organize and direct the work of personnel involved in transit planning.; ability to establish policies and procedures; ability to evaluate program effectiveness and route productivity; ability to communicate effectively, both orally and in writing; ability to train, supervise and evaluate the work of subordinates.; ability to interact effectively with employees, managers and officials in order to advance the progress of transit and to resolve problems; ability to prepare, justify and administer a budget.

Required Software Knowledge and Skills essential to Job Functions:

Proficiency in using computer systems and the listed software applications associated with performance of assigned work is essential. Basic problem-solving skills associated with software applications used is expected. Software usage relevant to job duties will be evaluated.

Responsible for the timely mitigation of all unacceptable and undesirable safety risks. Accountable for safety performance within their functional area and achieving the agency's safety goals.

Training and/or Education:

Completion of four years of college with a degree in urban planning, transportation planning, transportation/engineering, or a related field

Required Experience:

Five years' experience in public transportation planning.

Licenses or Certificates:

Possess a valid Driver's License. Acquire a Virginia Driver's License within 60 days after the date of hire (in instances when an out of state license is not the applicant's current state of residence).
