POSITION TITLE: IT System and Security

REPORTS TO: IT System and Security Supervisor

POSITION SUMMARY:

The IT System and Security person's primary objective is overseeing the implementation and development of the agency's IT security and system infrastructure. This position provides guidance when it comes to analyzing and evaluating networks and security vulnerabilities, and managing security systems such as anti-virus, firewalls, patch management, intrusion detection, and encryption on a daily basis. This position oversees systems maintenance and deployment, system updates, and system / network changes. This position requires strong attention to detail. Additionally, this position should possess a solid technical background combined with adequate systems and security experience. Lastly, this person should possess a problem-solving attitude with an ability to motivate team members to achieve specific agency/department goals.

PRINCIPAL RESPONSIBILITIES/ESSENTIAL FUNCTIONS:

Responsible for managing the implementation and development of the agency's IT security practices.

Responsible for ensuring security policies, standards and procedures are established and enforced.

Responsible for maintaining documentation of all IT processes and procedures, including computer policies and licensures, ensuring updates as needed.

Responsible for coordinating information security inspections, tests, and reviews.

Responsible for managing escalations and ensuring any issues are resolved in a timely manner.

Responsible for making recommendations to improve the IT department's efficiency, as well as creating and executing strategies to improve the reliability and security of IT projects.

Responsible for managing agency hardware and software installations and upgrades.

Responsible for performing server administration tasks, including user/group administration, security permissions, group policies, print services, research event log warnings and errors, resource monitoring, backups and disaster recovery, and ensuring system architecture components work together seamlessly.

Responsible for maintaining internal infrastructure requirements including, laptop and desktop computers, servers, routers, switches, firewalls, printers, phones, security updates; support internet, intranet, LANs, WANs, and network segments.

Responsible for interacting with the help desk and other teams to assist in troubleshooting, identify root cause, and provide technical support when needed.

Responsible for assisting others in the IT department in analyzing the business requirements of all departments to determine their technology needs. Define and implement processes and procedures for supporting all departments across the agency.

Performs other IT functions as necessary. This would include serving on agency committees, representing the agency in special agency functions, and ordering of IT equipment and supplies.

Assume additional responsibilities and lead special projects as assigned.

Assist with helpdesk tickets

WORKING CONDITIONS:

Work eight (8) scheduled hours per day (forty (40) hours per week) generally between 8A.M. and 4P.M. Monday through Friday, with one half to one hour lunch period daily. Hours may be flexible to accommodate workload. Work second or third shifts or weekends as computer functions dictate (on call as needed). Work setting includes agency office with occasional visits to other regional offices as necessary

QUALIFICATIONS:

Associates degree in Computer Science or two years of work towards a Bachelor's degree in Computer

Science, and/or relevant work experience. Experience with major PC application programs like Microsoft

Office products, Cisco network hardware and software; Microsoft Windows Server, Microsoft SQL Server, Office 365. Any Microsoft Certifications would be beneficial. Experience with Access or other relational database program software, and/or some SQL knowledge is preferred

KNOWLEDGE, SKILLS, AND ABILITIES:

Excellent communication skills, both written and verbal

Experience with or knowledge of programming languages and operating systems; current equipment and technologies, enterprise backup and recovery procedures, system performance-monitoring tools, active directories, virtualization, HTTP traffic, content delivery, and caching.

Knowledge of current business security best practices and procedures.

Knowledge of hardware/software security implementation, and security tools and programs

Ability to work well under pressure.

Ability to organize priorities and implement assignments.

Ability to evaluate interpret, plan, and implement changes and refine systems and procedures.

Ability to develop and maintain effective working relationships with supervisors and staff members.

Ability to effectively manage departmental resources and processes and seeks opportunities to create efficiencies.

Ability to maintain discretion and integrity in handling confidential information including HIPAA, PCI, and other protected information.
