We are seeking a Senior Buyer to act as an authorized agent of the company by managing the full breadth of the sourcing process resulting in purchases that meet company requirements at the best value. Major Areas of Accountability for the Senior Buyer

1. Creates purchase orders including schedule line agreements and blanket orders usually for complex purchase requests (e.g. ambiguous products or services, developmental products, progress payments, undefined pricing) which clearly define all requirements, pricing, terms and conditions and expectations, and then manages exception messages by expediting, delaying or canceling orders as required.

2. Supports internal customers by providing information on purchasing processes, products and suppliers, mitigates problems by applying a broad view of situational implications and total cost impacts and provides value in resolving supplier and purchased product related issues.

3. Administers bid processes including preparation of RFQ packages which ensure product and service requirements are appropriately documented and comprehensively assesses supplier proposals for price, requirement satisfaction, terms and conditions, schedule, risk, supplier performance and best value. (e.g., lifecycle, reliability, maintainability, cost reduction potential)

4. Negotiates complex contracts with suppliers and supports other buyer negotiations by developing negotiation strategies based upon the proposal analysis including price / cost factors, terms and conditions, and technical issues.

5. Documents, authorizes within parameters and maintains contractual agreements that address all elements (e.g., terms and conditions, statement of work, additional and/or value-added service requirements, pricing)

6. Manages supplier performance by addressing day-to-day issues such as rejections / quality issues and supplier requested schedule changes ensuring SAP system is accurate and leading supplier performance review meetings.

7. Identify potential suppliers through superior knowledge of the supplier marketplace and existing supplier's capabilities and ability to search broadly and internationally for new sources ensuring supplier qualifications to meet requirements often by performing comprehensive onsite supplier assessments that ensure sound operational processes (e.g. quality system, purchasing practices), capability (e.g. facilities, equipment, and knowledge) and adequate financial position.

8. Provides advanced knowledge and insight to support strategic sourcing including assessments of the current situation (e.g., internal direction, suppliers, pricing trends) and identifying future purchase strategies and actions to proactively reduce total costs and optimize performance.

9. Maintains information in the SAP system for Info Records, Routes, Material Masters etc. and MRP system settings to optimize inventory, varying from MRP recommendations based on established variance guidelines and resolves system reconciliation issues such as invoice and receiving discrepancies.

10. Applies technical knowledge of products assigned for purchase to add value into purchasing functions.

11. Understands and applies project management methodologies to plan contracting activities and support internal customer project activities.

12. Knows and applies the division's quality policy and procedures of ISO 9001 as it relates to area of responsibility and the organization. Follows all standard operating and safety procedures as prescribed and notifies appropriate personnel of any non-conformance. Minimum Qualifications

Education: Bachelor's degree plus 4 years of purchasing experience

Experience:
  • In lieu of bachelor's degree, 8 years of continually advancing experience in a manufacturing, technical or business environment, plus 4 years of purchasing experience. Total experience is at least 12 years without a bachelor's degree
