The person hired into this position may request to work up to 100% of their work hours remotely and will be required to report occasionally to our downtown Madison location ( 201 E. Washington Ave. ).

Position Summary

This position serves as the liaison and controller of cost allocation issues between the Bureau of Finance, Administrative Services Division and other divisions and attached units of DWD. Key responsibilities include:
  • Assist and direct DWD management and staff in the research and development of cost allocation methodologies that are in accordance with federal and state regulations and the goals of DWD.
  • Coordinate cost allocation changes and the cost allocation plan to be submitted to the appropriate federal agencies.
  • Develop, review, and complete monthly and annual procedures for the allocation of various charges related to cost pools.
  • Review accounting processes to identify areas where accounting controls should be improved and provide suggestions.
  • Assist Bureau of Finance management with functions such as identifying fiscal issues and compliance with DWD, state, and federal policies.

Salary Information

Starting pay is between $83,200 and $97,032 per year, depending on qualifications. Candidates with a CPA license are eligible up to $1.00/hr. in additional compensation. We offer an exemplary benefits package :

The classification title for this position is Accountant Advanced (schedule 07, range 02). A 12-month probationary period will be required. This position is not represented in a collective bargaining unit and is considered exempt under the Fair Labor Standards Act.

Pay will be set in accordance with the State Compensation Plan in effect at the time of appointment. Starting pay may vary for current state employees.

Job Details

Remote work: Employees with approved remote and hybrid-remote work arrangements are generally expected to work within the state of Wisconsin. High-speed internet access is required to meet the needs of remote work. Remote work options are subject to change.

Criminal histories: We also consider all qualified applicants with criminal histories, consistent with applicable federal, state and local law. Finalists for this position may be required to allow DWD to conduct a background check or other checks to determine whether the circumstances of any conviction may be related to the job being filled. For positions with access to sensitive federal tax information, FBI fingerprinting may also be required.

Eligibility to work in United States: Applicants must be legally entitled to work in the United States (i.e. a US citizen or national or a lawful permanent resident) at the time of appointment. DWD does not sponsor visas and is not an eligible OPT employer for those with F1 visas. This is not a contract position. Any appointment made will be contingent on the applicant completing the I-9 upon hire.

Qualifications

Qualifications marked with an asterisk (*) below will be evaluated in the first step of the selection process. Additional qualifications may be evaluated in subsequent steps.

You need to have the following experience:
  • *Bachelor's degree or higher in accounting, OR a combination of coursework and work experience equivalent to a Bachelor's degree in accounting, that involved performing duties related to finance, accounting, auditing, or similar.
  • *Experience performing accounting duties in either the private or public sector (e.g. preparation of financial statements, rate setting, reconciliations, or similar) using GAAP and/or GAAS.
  • *Experience using complex automated financial systems.
  • Experience providing training and communicating technical and non-technical information to a diverse array of stakeholders.

Any of the following would be nice to have:
  • *Experience using Peoplesoft for financial reporting purposes.
  • *Experience preparing complex financial reports, including cost allocation plan, indirect cost proposal, or other federal reports.
  • *Experience designing cost allocation definitions and performing/reconciling allocations.
  • Experience developing business requirements and testing automated systems.
  • Governmental accounting experience.
  • A CPA license.
