SUMMARY: Within the Finance department, supports the Director of Purchasing managing the Authority's procurement team and helps with the implementation and improvements of Authority policies and procedures pertaining to procurement. The incumbent will help provide direction and leadership over the unit; and will assist the Procurement team manage vendor bids, proposals, and contracts to ensure best value for the Authority. The Assistant Director will help the Director of Purchasing improve on the policies and procedures for commodities purchases, design and construction contracts, as well as contracts for professional services, asset (equipment) management and receiving activities. The Assistant Director will help with the responsibility, supervision, professional development and direction of all procurement staff. The Assistant Director of Procurement will work closely with the Director, Chief Financial Officer, Chief Diversity Officer, and Legal team making sure to be compliant with contracts.

Procurement Management

  • Assist in the direction of managing the development, implementation, and evaluation of Procurement, Receiving, and Property activities to obtain the best value for goods and services for the Authority.
  • Assist in developing improved strategy and participate in improved policies and procedures for procurement of goods and services, including construction, records management, receiving, and assets.
  • Collaborate with staff to facilitate purchasing to meet the Authority's objectives; provide support, solutions, and guidance on all aspects of procurement; provide advice, counsel, and problem resolution for matters relating to purchasing procedures, contracts, etc.
  • Consult and provide advice to the Director of Purchasing regarding procurement programs and policy changes.
  • Help coordinate and implement public bidding to obtain maximum value and service from Authority expenditures.


Asset and Receiving Management

  • Assist with leadership of the asset and receiving programs, including development and implementation of policies and procedures, ongoing program reviews, audits, and improvements.
  • Assist with leadership and oversight for the department responsible for receiving activities, including the receiving and delivery of incoming shipments of goods, maintaining accurate records of incoming shipments and deliveries to departments, and all other associated receiving duties.
  • Help coordinate and perform functions associated with the auctioning of the Authority's obsolete equipment, including, but not limited to, tracking and documentation of payments from buyers, coordinating item pick-up, and maintaining auction data and records.


Contract Management

  • Assist with contracts for the Authority; consult with Authority counsel when appropriate, based on the level of complexity and contract value.
  • Ensure confidentiality of all contract negotiations and financial data related to purchasing activities, as well as matters relating to risk concerns.
  • Assist the Director in collaborating with the Authority's Owner's Project Manager ("OPM") on all Capital Projects regarding scheduling and contract terms and conditions.


Supplier Diversity:

  • In consultation with the Chief Diversity Officer, Director of Purchasing, and other Authority partners, establish and track supplier diversity benchmarks and other performance data for internal and external reporting purposes.
  • Prepare and update internal guidelines and procedural documentation necessary to implement a robust supplier diversity program at the Authority.
  • Assist with the Authority's business development with the Commonwealth's certified supplier diverse and small businesses.
  • Help with all Supplier Diverse reports of expenditures, as needed, to the Authority's Board of Directors and Office of Supplier Diversity.


Operational Engagement

  • Develop and lead the change effort on existing systems and programs to promote efficiencies and reduce redundancies.
  • Promote and maintain a customer-centered focus among department employees, operations, and related policies.
  • Represent the Authority and maintain professional relationships with state and federal agencies, outside supply sources, and relevant professional associations.


SUPERVISORY RESPONSIBILITIES: Directly supervises the Procurement/Purchasing team, ensuring that all supervisory responsibilities align with MCCA's policies and applicable laws. This role involves training employees, as well as planning, assigning, and overseeing their work to ensure efficient and effective performance.

SUPERVISON RECEIVED: Ability to work under minimum supervisionSupervision is provided by the Director of Purchasing; includes training, inspecting, assigning work, coaching, and performance evaluations.

EDUCATION/EXPERIENCE: Preference will be given to candidates with the following qualifications:

  • Bachelor's degree from four-year College or university, or equivalent experience with a working knowledge of managing contracts and leadership preferred
  • Seven years related experience, preferably in the Public Sector
  • Minimum of three years procurement management experience
  • Knowledge of Massachusetts Certified Public Purchasing process
  • Knowledge of state-of-the-art computer word processing and analytical tools such as excel.

WORK SCHEDULE: The work schedule for this position typically involves whatever hours are necessary to complete the job. The hours and days may fluctuate based upon the needs of a particular event or project, which would require the ability to work a flexible schedule including late nights, early mornings, long days, weekends and holidays.

This position is primarily on-site, with the opportunity for hybrid work based on managerial discretion. The majority of the role requires physical presence at the workplace, with any remote work options being secondary and subject to managerial approval.
