Job Summary:
Inalab has an immediate opening for a Senior Financial Management Analyst - CCAS on our contract supporting the Defense Health Agency (DHA) with Oversight & Strategic Planning Support. The focus of the contract is to provide DHA Cost Accounting Branch, Cost Accounting Division, J8 Financial Operations, Medical Expense and Performance Reporting System (MEPRS) Program Office with support of the management, maintenance, analysis, and oversight of the Common Cost Accounting Structure (CCAS) and Defense Medical Human Resources System internet (DMHRSi) across the MHS.

The contractor shall support the CAB in migrating current CCAS policy(s) and procedures that are based on budget execution processes to accrual-based accounting that is consistent with the business rules as envisioned by the DOD's planned Standard Financial Information Structure (SFIS).
Business Process Improvement - CCAS Management Improvement Plan Support. The contractor shall perform the following:

Prospective Payment System and Third-Party Reimbursement Methodologies
The Contractor will perform the necessary data and policy analysis to evaluate and implement methodological and structural enhancements to annual computation of Medicare Eligible Health Care Retirement Fund (MERHCF) Level of Effort (LOE) computations. The contractor will perform MERHCF related and LOE analysis and computations each year, including calculation of DoD expenses for Military Treatment Facility (MTF) care of Medicare-eligible DoD and other uniformed services retirees, dependents of retirees and survivors, and documenting summary results in a briefing annually.

CCAS Program Oversight and Management. Improve CCAS data quality through data quality surveillance, job aids and templates, analyses, and program management support. Perform the following:
- Directly assist DHA in overall administration and management of the CCAS program.
- Provide consultation, technical, and administrative support to the CCAS program manager to ensure program viability and compliance with appropriate directives, regulations, policies, and procedures.
- Provides consultation in the strategic, tactical, and operational planning and management of the DHA CCAS program.
- Support development of recommended CCAS policy, guidance and/or directives for Service implementation, subject to final government approval.
- Develop and update an issue resolution process to support the Financial Performance and Reporting System (FPRS) workgroup.
- Develop in concert with Services, requests for changes in MHS GENESIS; Defense Financial Accounting System (DFAS); Defense Medical Human Resource System- internet, (DMHRSi).
- Support the MEPRS policy and business rules within the Common Cost Accounting Structure (CCAS), MHS GENESIS Business Functional Champion, , and MHS GENESIS Solution Owners.
- Develop, maintain, revise, update, and distribute CCAS minutes, and other documentation to FPRS members for review and document any revisions and adjustments.
- Develop analyses and reports upon request using various MHS automated systems.
CCAS Support. Provide support to standardize the cost accounting system to maintain a clean audit and ensure performance evaluation systems and programs are able to function. This support will allow DHA the ability to monitor, update, and track common accounting decisions and execution. The support team is responsible for the following:
- Provide the administrative support allowing the FPRS WG Chair to effectively lead the WG. The contractor will build, update, and improve products and lead the FPRS WG/CCAS team to ensure the FPRS WG meets the goal of its charter and the CCAS Technical Manual is updated in a timely, efficient manner.
- Provide support for FPRS WG to include: researching issues, prioritizing findings, building presentations, documenting, and tracking FPRS WG decisions, vetting Service inputs/materials, pulling historical execution data, providing trend analysis, showing behavior changes (or lack thereof)
- Assist Cost Accounting Branch with the vetting of changes to the CCAS TM. This FTE will be the main POC for ensuring the 170+ page CCAS TM is updated on a regular basis in a timely and efficient manner.
- Provide administrative support for DMIS ID Management, Division Staff Meetings, and Network Mapping to include: recommending and publishing DMIS ID policy(s) and procedure(s); facilitating sub WG meetings; enabling Division Staff meetings and developing and updating a Network Mapping table.
Specific Tasks: The support team shall perform the following:
- Assess and identify all the current cost accounting components of the department's Standard Financial Information Structure (SFIS). These are the basis for the MHS common cost accounting structure.
- Assess and identify the cost accounting structures down to the most discrete level of the following existing DoD Enterprise Resource Planning (ERP) systems: the Army's and DHA's General Fund Enterprise Business System (GFEBS)
- Assess, analyze, and identify the common financial data and structure necessary in the following process and systems to:
- Successfully track all elements of the Departments Planning, Programming, Budgeting and Execution process (including all Budget Authority levels, Program Elements, and object class
- Successfully track and account for all workload and expenditure of resources in the direct care system (using the Medical Expense Performance Reporting System/Expense Assignment System IV (MEPRS/EAS IV)
- Successfully track the expenditure of funds on medical equipment and supplies through the Defense Medical Logistics Supply System (DMLSS)
- Prepare a full list of variances in cost accounting structures, along with recommendations for which specific cost accounting element would be the most useful and appropriate for the MHS
- Provide support to the Financial Performance and Reporting System (FPRS) WG meetings to include: researching issues; prioritizing findings; building presentations; documenting and tracking FPRS WG decisions; vetting Service inputs/materials; pulling historical execution data; providing trend analysis; and showing behavior changes (or lack thereof)
- Prepare the agenda and the minutes for the FPRS WG meetings
- For issues presented at the FPRS WG provide a list of potential corrective actions with pros and cons, and recommend a most appropriate corrective action for final decision by the FPRS WG membership
- Maintain the common cost accounting structure technical manual reflecting all updates and changes to cost elements to align with any OMB, OSD Comptroller, and FPRS WG decisions
- Track FPRS WG decisions and provide analysis to demonstrate compliance or non-compliance with FPRS WG decisions
- Facilitate Sub WGs as necessary to enable the ability to achieve consensus regarding recommendations provided to the FPRS WG.
- Recommend and maintain policy(s) and procedure(s) for DMIS ID Management and Oversight
- Support DHA updates and changes to DMIS ID table to include regular monthly updates and changes to contents and fields which enable data quality improvements
- Recommend and maintain the Network Mapping table to reflect the current DHA structure
- Provide support to the Division staff meetings to include minutes, agenda, and due outs.
Common Cost Accounting Structure. The contractor shall support the CAB in migrating current CCAS policy(s) and procedures that are based on budget execution processes to accrual-based accounting that is consistent with the business rules as envisioned by the DOD's planned Standard Financial Information Structure (SFIS).
Business Process Improvement - CCAS Management Improvement Plan Support. The contractor shall perform the following:
- Support CAB in the development and implementation of the MHS CCAS Management Improvement Plan to standardize business processes across all MTFs to provide timely, consistent, accurate and complete data in the CCAS system. This includes the following activities:
- Update and coordinate CCAS Procedural Manual revisions as required in accordance with DHA-PI 5025.01.
- Support on-going CCAS Program Analysis, and Operational implementation.
- Provide functional expertise to Directorate in migrating current managerial cost accounting policy(s) and procedures that are based on budget execution processes to accrual-based accounting that is consistent with the business rules as envisioned by the DoD Health Affairs CCAS.
- Evaluate CCAS functional applications in the financial, personnel and clinical interfaces for validity and accuracy.
- Implement methodologies and processes to assist FPRS in achieving current and future objectives.
Web Enabled Data Quality Surveillance CCAS. The contractor shall perform the following:
- Conduct on-going analyses to evaluate the uniformity and quality of CCAS reporting and adherence to policies and guidance.
- Refine, expand, and execute a CCAS data quality surveillance plan.
- Provide functional and technical expertise to support execution of ad hoc CCAS data quality assessments as required supporting the mission of the DHA Cost Accounting Branch.
- Provide ad hoc data analysis and metrics development support as requested by DHA J8.

- Provide functional expertise to the Directorate in establishing overarching DMIS ID policy(s) and procedures for DMIS ID management to include additions, changes, and deletions.
- Conduct DMIS ID workgroups as necessary to coordinate DMIS ID policy, procedure, and table changes.
- Create, refine, and execute a continuing process improvement plan to evaluate the uniformity and quality of the data contained within the DMIS ID table.
- Develop recommendations for data field changes based upon fact of life changes within the Military Health System.

- At least five years' experience as a financial data analyst
