Job Summary: The Payroll and Benefits Manager will be responsible for leading the successful execution of a bi-weekly payroll process, reconciliation of payroll records, and benefit-related transactions. This role is accountable to ensure consistent, timely and high-quality business outcomes and serve as the subject matter expert regarding SCADD payroll standards, associated compensation, and employee group benefits enrollments. Responsible for proactive collaboration with vendors and internal business partners while leading a team of one.

Essential Duties and Responsibilities include the following. Other duties may be assigned:
  • Establishing and lead a well-controlled payroll process and implementation of employee benefits.
  • Critically review and analyze current payroll, benefits, and procedures in order to recommend and implement changes leading to best practice.
  • Oversees administering benefits programs including but not limited to insurance, leaves of absence, vacation/sick/education time, and employee assistance.
  • Oversee and manage the interplay of FMLA, State and Federal FMLA, CT Paid leave and Workers Compensation.
  • Oversee the process and procedures of tracking and verifying a variety of payroll related information (e.g., time and attendance data, leave time, direct deposits, benefits, garnishments, deductions, bonus, wage attachments, etc.) to ensure accurate disbursement of funds and payroll.
  • Liaison with the third-party payroll processor (ADP) to ensure the timely and accurate processing of biweekly payroll, benefit set up and systems support.
  • Establish and maintain payroll-related activities such as time off accruals & balances, holiday pay, garnishments, and manual check calculations. Identify and process payroll corrections, adjustments, and ACH calculations.
  • Reviewing payroll-related transactions to ensure accuracy and completeness of data, interface management & reconciliation of data.
  • Review month-end, quarter end & year-end payroll data and filings,
  • Serves as a resource to management and all employees on payroll and benefits related matters.
  • Reconciliation of benefit invoices.
  • Provides expertise on payroll regulations, including US federal, and state wage/hour regulations (FLSA) and best practices.
  • Maintains and adheres to internal controls and reporting related to payroll transactions.
  • Develop and improve systems and processes to drive efficiency and accuracy.
  • Supervise, coach, and train payroll specialists to build a strong payroll department
  • Maintain the validity and accuracy of payroll system data and ensure all payroll transactions follow Federal, State and local laws.
  • Partner with finance team on year-end payroll processes: Year-end audits, W2 audits, W2 processing and distribution, [redacted] processing and distribution, company specific activities, compliance activities.
  • Partner with finance team for preparing 5500 filings, 401(K), nondiscrimination filing, annual payroll and tax audits and other filings.
  • Ensure audit trial for all transactions (e.g. salaries, benefits, garnishments, deductions,403b savings plan contribution by employee / employer, Federal and State taxes and third-party taxes). Perform reconciliations to ensure that payroll line-item variations from period to pay period are understood and accounted for.
  • Liaise with auditors for payroll tax audits, financial audits, 403b audits, Workers Compensation audits.
  • Ensure payroll is produced accurately and timely each pay period through individual efforts and by collaborating with HR coordinators and Finance.
  • Respond to payroll related questions from staff, management, and auditors.
  • Produces and distributes periodic individual benefits statements to all staff.
  • Maintains the highest confidentiality of all employee information
