The AFRL Materials and Manufacturing Directorate seeks to hire a motivated and experienced mid-level Scientist or Engineer to serve as a Project Engineer/Program Manager within the Manufacturing, Industrial Technologies and Energy Division working on the Defense Production Act Title III program. These positions will be filled at the DR-02 (GS-12/13 equivalent) or DR-03 (GS-13/14 equivalent). DR-01 (GS-11 equivalent) candidates with one year of specialized experience will be considered. This position may be filled as a 5-year Flexible Length Renewable Technical Term Appointment (new government hires, current government term employees, etc.) with the option to later extend or convert to a permanent appointment. The positions are located at Wright-Patterson Air Force Base in Dayton, Ohio.
  • Position duties include, but are not limited to:
    Plan and execute a diverse portfolio to establish, improve, and/or preserve critical national defense manufacturing capabilities
  • Execute project management tasks, including preparation of project documentation, contract initiation, planning and conducting program reviews, providing technical and management direction to contractor teams, conducting risk and manufacturing readiness assessments, tracking of financial expenditures, coordination with external organizations and customers as necessary.
  • Applies technical knowledge and advanced scientific or engineering theories, principles, concepts, standards, and methods to ensure assigned projects/processes remain consistent with program objectives, costs, schedules, performance criteria, and existing policies

Required Qualifications

  • US Citizenship
  • Possess a professional science or engineering (S&E) degree, in a relevant technical field, from an accredited (or ABET accredited for engineering) academic institution
  • Ability to obtain and maintain a Secret security clearance (for new hires); Possess and maintain a Secret security clearance (for current employees)
  • Applicants must have at least one (1) year of specialized experience at the next lower grade or equivalent in other pay systems.

Desired Qualifications

  • Advanced degree in a technical area
  • Understanding, familiarity, and/or experience with the current state-of-art and challenges with manufacturing weapon systems
  • Experience performing industrial base assessments/analysis
  • Experience managing government contracts
  • Experience managing technical, schedule and financial aspects of a project
  • Strong organization, verbal, and written communication skills
