Purpose of Role:

Reporting to the Health and Safety Manager, the Health and Safety Specialist is responsible for ensuring compliance with MSHA regulations, overseeing safety training and education programs, conducting risk assessments, and leading investigations into safety incidents. Additionally, the Safety Specialist will collaborate with the leadership team to improve safety protocols, coordinate emergency response drills, and ensure all safety documentation is up-to-date and readily available for audits and inspections.

ROLE ACCOUNTABILITIES:
  • Health and Safety Compliance:
    • Ensure the mining operation adheres to all relevant health and safety regulations, particularly MSHA standards.
    • Conduct regular safety audits and risk assessments, identifying potential hazards and implementing corrective actions.
    • Develop, implement, and update safety policies and procedures to maintain a safe working environment.
  • Training and Education:
    • Develop, plan, coordinate, and deliver MSHA training courses, including new miner training, annual refresher courses, and task training.
    • Evaluate training effectiveness and ensure all employees are adequately trained in safety protocols and emergency procedures.
    • Maintain comprehensive training records for all personnel, ensuring documentation meets MSHA requirements and is readily available for inspection.
    • Monitor training expiration dates and ensure timely re-certifications for all employees.
  • Incident Investigation:
    • Lead investigations into any health and safety incidents or near-misses, determining root causes and recommending preventive measures.
    • Prepare detailed reports on incidents and communicate findings to management and relevant authorities.
  • Safety Program Development:
    • Develop and implement health and safety programs tailored to the specific risks associated with the project.
    • Promote a culture of safety through ongoing communication, education, and reinforcement of safe work practices.
    • Collaborate with department leadership to identify and address emerging health and safety issues.
  • Emergency Response Coordination:
    • Coordinate emergency response plans and drills, ensuring all employees are familiar with procedures.
  • Continuous Improvement:
    • Monitor industry trends and developments in health and safety practices, integrating best practices into the operation.
    • Participate in the continuous improvement of health and safety programs.
  • Compliance Audits:
    • Conduct regular audits of mine operations to ensure compliance with MSHA regulations and standards.
    • Collaborate with the department leadership to develop and implement corrective actions for any identified non-compliance issues.


MINIMUM QUALIFICATIONS AND EDUCATION:
  • Education :
    • Bachelor's degree in Occupational Health and Safety, Industrial Hygiene, Environmental Science, or a related field.
  • Experience:
    • 3-5 years of experience in health and safety roles, preferably in mining or industrial environments.
    • Demonstrated experience in MSHA compliance, including safety audits, risk assessments, and incident investigations.
    • Experience in developing and delivering safety training programs, especially MSHA-related courses.
  • Certifications:
    • MSHA Instructor Certification (or the ability to obtain one within a specific timeframe).
  • Additional Requirements:
    • Familiarity with continuous improvement processes in health and safety programs.
    • Experience in managing health and safety programs tailored to specific site risks.
    • Ability to stay updated on industry trends and integrate best practices into site operations.
    • Ability to work in various conditions, including outdoor environments and industrial settings.

PREFERRED QUALIFICATION:
  • Skills:
    • Strong knowledge of MSHA regulations and compliance requirements.
    • Strong understanding of adult learning principles and course development.
    • Proficient in delivery training.
    • Proven ability to develop, implement, and update safety policies and procedures.
    • Proficiency in risk assessment, hazard identification, and conducting thorough safety audits.
    • Excellent communication and presentation skills for delivering effective training and reinforcing safety protocols.
    • Strong leadership skills with the ability to collaborate effectively with cross-functional teams and management.
    • Competency in incident investigation techniques, including root cause analysis and report preparation.
    • Proficiency in record-keeping, documentation, and managing training records in compliance with MSHA standards.
    • Ability to coordinate emergency response drills and ensure personnel are trained in emergency procedures.
