Program/Acquisition Support Project Manager

BB&E is a full service civil and environmental engineering and consulting firm, headquartered in Northville, Michigan, which services both the Federal and Industrial sectors throughout the United States. BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.

Position Summary

BB&E is seeking a dynamic and detail-oriented Program/Acquisition Support Project Manager to join our team, supporting AFCEC/CXA onsite at Tyndall AFB, FL.

Job Duties & Responsibilities
  • Provide planning, programming, budgeting and execution (PPB&E) support to build AFCEC CXA's annual Program Objective Memorandum (POM) submission
  • Prepare staffer day briefings; support annual planning/budgeting research priorities; monitor obligation/execution rates; Air Force Installation and Mission Support Center's (AFIMSC's) 1-n rack'n'stack; Requirements Document (R-DOC)/Planning Document (P-DOC) submissions; and Integrated Budget Documentation and Execution System (IDECS) inputting/editing
  • Provide project analysis and acquisition planning, to the AFCEC/CXA RDT&E mission. Draft and track documentation and budget financials
  • Analyze and evaluate complex requirements, research, development and acquisition issues and develop recommendations. Draft documents and participate in meetings to draft, edit and revise documents. Provide advice and assistance to accomplish AF requirements and acquisition strategic planning
  • Analyze the business and operational impact of proposed policies, programs and issues and recommend options. Analyze the impact of proposed policies, funding and programs and shall provide support for proposed changes and recommended courses of action to AFCEC/CXA with supporting rationale/reports
  • Report results of studies such as analysis of alternatives, respond to queries within two-business days and prepare justifications and background papers on the technical and business aspects of assigned plans and acquisitions
  • Provide analytical advice and recommendations that are technically, accurately, and logically supported, while identifying trends and impacts to programs and advocating for improvement opportunities
  • Provide administrative tasks, task management, task priority identification, and suspense management services
  • Provide continuous process improvement, generating ideas, developing and utilizing decision-making tools, developing and utilizing problem analysis tools, and developing and utilizing data analysis tools
  • Develop, package, and coordinate electronic staff summary sheets including their attachments
  • Provide assistance in administration of meetings including scheduling place and time of meetings, establishing conference call numbers, coordinating use of VTC equipment or DCS, reserving meeting spaces, sending meeting attendance requests, taking meeting minutes, and formalizing minutes after conclusion of meetings. Assist with the development of documents discussed in meetings
  • Perform a broad range of highly complex qualitative and quantitative analyses of needs, programs, policies, and issues, which have major impact on civil engineer support of garrison and expeditionary policy and systems in the development of long-range civil engineer plans for war, mobilization, expeditionary and garrison plans by accomplishing requirement tasks
  • Prepare position papers and high-level briefings of civil engineer requirements and capabilities for presentation to the civil engineer governance structure, and by accomplishing financial related tasks including assisting the division in preparing drafts of various documents such as descriptive summaries and briefings
  • Support the AFCEC business planning and capability development process by applying a comprehensive knowledge of civil engineer program goals and objectives, extensive knowledge of the sequence and timing of program events and milestones, and a range of analytical methods
  • Perform all phases of technology transition activities from strategy development and planning through technology assessment activities and reports. Provide technology transition recommendations and strategic advice to AFCEC program managers and engineers responsible for CE RDT&E efforts. These services require significant knowledge and experience in DoD RDT&E, strategic planning, project planning, technology transition and management with experience in AF R&D organizations and/or Air Force Civil Engineering
  • Perform acquisition management activities from strategy development and procurement planning through fielding activities and reports. Provide acquisition management and procurement recommendations and strategic advice to AFCEC program manager and engineers responsible for CE RDT&E and acquisitions efforts
  • Monitor, track and assist in answering all TMT, workflow, and other suspense's and report on completion for AFCEC/CXAE highlight any suspense's that are in danger of becoming delinquent to the branch leadership. In addition, work with action officers to either extend suspense's or answer the suspense within the time limits given. The contractor shall ensure that this task is covered at all times. Support program management reviews and assessment activities
  • Advise and assist in all phases of program management activities from strategy development and planning through technology assessment activities and reports; provide acquisition management and procurement recommendations and strategic advice to AFCEC program manager and engineers responsible for CE RDT&E and acquisitions effort

Key Qualifications
  • U.S. Citizenship and theability to obtain/maintain a DoD Government Security Clearance (NACI) is required
  • Knowledge:
  • Strong Communication Skills: Excellent verbal and written communication skills, with the ability to effectively convey complex technical concepts to diverse audiences
  • Software: Proficiency using MS Office software including Excel, Word, and PowerPoint
  • Self-Starter: Highly motivated, with the ability to manage multiple tasks and deadlines autonomously

Experience & Education
  • Experience & Education
    • 5 years of experience in an engineering, science, management, or related field and at least 4 years of experience in program management/acquisition.
    • 10 years of combined experience with Air Force RDT&E, acquisition programs, and/or Civil Engineering
    • A degree in Engineering or Architecture or Construction, Sciences, or Business/Management is required.

Physical Requirements
  • Ability to stand/walk/climb/kneel/crouch and remain in a stationary position/sit at least 60% of the time
  • Ability to operate office equipment, including computer, copy machine, phone, etc.
  • Ability to use hands to finger, handle or feel objects or controls; reach with hands and arms
  • Capable of lifting over 25 lbs.
  • Ability to see details of objects that are less than a few feet away
  • Ability to understand the speech of another person, speak clearly so listeners can understand, and talk or hear both in person and by telephone

  • Physical Requirements: Must have the ability to: stand/walk/kneel/crouch and to remain in a stationary position at least 60% of the time; operate office equipment, including computer, copy machine, phone, etc.; use hands to finger, handle or feel objects or controls; reach with hands and arms; lift up to 25 lbs.; speak clearly so listeners can understand; understand the speech of another person; talk or hear both in person and by telephone; see details of objects that are more than a few feet away; work on-site 2-3 days a week
  • Work Environment: Must be comfortable working both indoors and outdoors, with exposure to varying weather conditions; occasionally required to navigate rough terrain, work in confined spaces, and operate at heights
  • PPE & Safety: Required to wear Personal Protective Equipment (PPE) as necessary; may encounter hazards or contaminants during work tasks
