General Summary

Under the direction of the Director, the Utilities Manager plans, organizes, administers, and supervises utility operations. The Manager is responsible for assisting in the management of water plant operations, water production, water distribution systems, sewer treatment plant operations, lift station operations, and sewer collection. This includes overseeing regular and preventative maintenance, as well as emergency repairs for these systems. In this role, the Manager acts as the crew leader, managing a team of employees, and assigning daily tasks for water and wastewater operations and metering activities.

Essential duties and responsibilities may include, but are not limited to, the following:
Oversees assigned services and activities, including public works projects, capital projects, and special project support and management.
Develops and implements an Asset Management Program, including asset management for replacement, preventive, and predictive maintenance.
Reviews and manages utility construction project plans, specifications, and contracts from start to completion.
Ensures compliance with state regulations and monitors water chemistry, conducting reviews of sampling lab contracts.
Collaborates with the Public Works and IT Departments to ensure the City's GIS system accurately reflects the City's utility infrastructure.
Assists in tracking impact and capital recovery fees and performs occasional audits to ensure accuracy.
Supervises and manages a team of up to 5 employees.
Works with utility operation staff, consultants, engineering teams, specialized system contractors, and federal, state, and local entities.
Maintain regular and consistent attendance during assigned work hours.
This position is essential during natural or manmade disasters and catastrophic events. The role may require providing services or performing tasks that ensure public safety and the continuity of City operations, which could differ from the regular duties of the position.

While performing duties of this job, the employee must be able to remain in a stationary position 50% of the time. The employee is occasionally required to stand; reach; climb or balance; stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds. This position requires constant operation and use of computer, phone, and other office equipment. May be subject to repetitive motion, such as typing, data entry, and vision to monitor. The employee may be exposed to outside weather conditions. The noise level in the work environment is usually moderate.

Minimum Qualifications

Education, Training and Experience Guidelines:
Work requires an associate's degree, with a bachelor's degree preferred. The position also requires 4-6 years of related experience, including 1-4 years of direct supervisory experience (training and coaching, preparing evaluations, assigning work, and being responsible for the work of employees you supervise) or any equivalent combination of accepted education and experience that would provide the following:

Knowledge/Skills/Abilities:
Knowledge of:
Public works and capital project management, including planning, implementation, and oversight.
Asset management principles and practices, including replacement, preventive, and predictive maintenance.
Utility infrastructure and the City's GIS system.
Relevant plans, specifications, and contracts for utility construction projects.
Impact and capital recovery fees and audit processes.
State regulations and industry standards governing water quality and utility operations.
Skills in:
Supervising and managing a team of employees, including training, scheduling, and performance evaluation.
Project management from inception to completion, including coordinating with various stakeholders such as consultants, engineering teams, and contractors.
Monitoring and interpreting water chemistry data to ensure compliance with environmental regulations.
Reviewing and interpreting plans, specifications, and contracts.
Effective communication and collaboration with utility operation staff, consultants, specialized system contractors, and federal, state, and local entities.
Ability to:
Develop and implement comprehensive asset management programs.
Ensure the accuracy and functionality of the City's GIS system related to utility infrastructure.
Track and audit financial aspects related to impact and capital recovery fees.
Review and evaluate sampling lab contracts, ensuring adherence to contractual and regulatory requirements.
Maintain regular and consistent attendance during assigned work hours.
Provide essential services during natural or manmade disasters and catastrophic events, ensuring public safety and continuity of City operations, which may include tasks beyond regular duties.
LICENSE, CERTIFICATIONS, AND OTHER REQUIREMENTS:
Certified Class C Water/Wastewater certification required, or the ability to obtain within one year of hire.
Must pass a pre-employment drug screen, criminal background, physical agility exam, and MVR check.
Valid State of Texas Driver's License.

The City of Fulshear provides a comprehensive, cost effective, health and welfare package that includes the following: medical, dental, life insurance, long term disability (LTD), vision, flexible spending options, employee assistance program, retirement, and deferred compensation programs. Medical, dental and vision benefits are effective the first day of the month after your start date. Medical, dental, vision, LTD, and Life premiums are paid 100% by the City for all full time employees. The City will contribute 25% towards dependant healthcare costs. We also provide vacation, sick leave, holidays, bereavement, jury leave, and military leave.

HEALTH INSURANCE
The city offers employees medical insurance through BlueCross Blueshied. There is no Primary Care Physician (PCP) required. You have the option to choose one of the following plans: BlueCross Bueshield PPO (co-pay) or BlueCross Blueshield PPO HSA (high deductible plan).

FLEXIBLE SPENDING OPTIONS
Flexible Spending Accounts (Health Care and Dependent Care) allow the employee to pay for certain un-reimbursed health expenses and dependent care expenses on a pre-tax basis. Health Care Flexible Spending account is limited use when combined with the Blue Cross Blue Shield Healthcare Plan. City of Fulshear will contribute a total of $1,723.00 annually to your HSA plan ($71.79 per pay period).

DENTAL INSURANCE
The City offers employees dental insurance through MetLife. This plan is unique in that it allows you to choose any licensed dentist for covered services and the plan pays at the reasonable and customary rate until annual maximum. We offer a base plan as well as a buy up plan which would include child orthodontia coverage.

VISION
The City offers vision insurance through MatLife. MetLife Vision plan offers benefits for eye exams, frames and lenses or contact lenses.

LIFE INSURANCE
The City provides a life insurance policy one times your annual salary to all full-time employees which includes an accidental death and dismemberment (AD&D) through MetLife . Additional voluntary MetLife life insurance and AD&D options are available for employees and their families.

LONG TERM DISABILITY
Long Term Disability is funded completely by the City and is intended to help continue your income if you become unable to work due to illness or injury.

EMPLOYEE ASSISTANCE PROGRAM - EAP
EAP services are provided through MetLife. Program benefits include 24-Hour call centers, short-term counseling (up to 8 sessions), and work life solutions (legal and finance guidance), health and wellness programs as well as personal and professional development. This program is also available to anyone that lives in your household.

AFLAC
Employees have the option of enrolling in AFLAC as a pre-tax benefit. The City does not cover any deductible, copays, or premiums associated with this benefit.

TEXAS MUNICIPAL RETIREMENT SYSTEM - TMRS
The City of Fulshear offers a retirement plan through the Texas Municipal Retirement System. The City of Fulshear's TMRS plan requires a contribution (made by means of bi-weekly payroll deductions) equal to seven percent (7%) of the salary of each regular full-time City employee. The City matches employee contributions on a 2 to 1 basis after the employee is vested at the time of retirement. Vesting occurs after five (5) years of employment. Supplemental death benefits are offered by TMRS, who will pay a one-time lump sum payment approximately equal to one year's salary based on the 12 months prior to death.

DEFERRED COMPENSATION
In addition to TMRS retirement, 457B plans are available. The purpose of these plans is to allow an employee to set aside a portion of his/her salary and receive its value at retirement.

LEAVE ACCURAL
The City offers the following leave per year:
  • Thirteen (14) paid holidays per year
  • 120 hours of sick leave hours per year, accrued
  • Three (3) days personal leave
  • Employees accrue paid vacation on a calendar year basis starting your first pay period.
    • Up to two (2) weeks paid vacation in year one (1) through five (5)
    • Three (3) weeks paid vacation after five (5) years of service
