Position Purpose
Plans, coordinates, and leads initiatives toward implementing new projects and programming across all District divisions and campuses. Leads grant development staff and District leaders to ensure accurate grant application development, programmatic implementation, reporting, and procedural compliance on all grants, including state, federal, and private foundation grants. Responsible for efficiently managing grant efforts, supervising the various budgeting processes of grants, and managing a portfolio of projects while also ensuring organizational effectiveness and compliance.

Builds and maintains relationships with donors, partners, and community stakeholders. Ensures that grant programs operate efficiently, grant administration is streamlined, and programs contribute fiscally to the supplemental needs of the District.

Supervises staff for efficiency, project management, customer service, meeting program objectives, and grant spending goals.

ESSENTIAL JOB FUNCTIONS

Program Management
  • Identifies and develops strategies to optimize the grants administration process.
  • Able to plan, organize and provide project management structure to activities of grant administration.
  • Collaborates and coordinates efforts with other grant writers, program managers, and grant staff.
  • Ensures grants are implemented according to the operational and financial needs of the organization and in alignment with the grantor's requirements.
  • Leads staff communication about upcoming deadlines and deliverables with grants owners, thereby ensuring smooth completion of work responsibilities.
  • Prepares financial or budget plans and fund allocations along with Finance staff in accordance with all Special Revenue program requirements.
  • Monitors paperwork and other related document requirements for grant-funded programs.
  • Administers the management side of the full cycle of grant activities, from monitoring implementation, supporting audits and compliance visits, and closeout.
  • Monitors grant funded positions to ensure that they are budgeted for accurately and are maintained for the duration of the grant period only
  • Partner with Grant owners, department heads, and stakeholders to ensure that policies and procedures are followed and all grants adhere to federal and state legal and tax requirements as well as organization-defined best practices.
  • Monitors funding agencies and legislation for regulation changes.
  • Works with Grant Accounting to ensure records are maintained of all payments and receivables and to prepare recurring reports.
  • Responsible for training grant owners of all levels and positions within the District on grant policies, implementation, and compliance procedures, including the development of training materials and formats.

Planning & Administration
  • Serves as liaison for the District to sponsors, faculty, and staff throughout the organization as an expert in the field.
  • Maintains an understanding of the organization's history, structure, objectives, programs, and financial needs.
  • Provide technical assistance for the preparation of amendments, programmatic revisions, and clarification of grants funded.
  • Monitors and coordinates the administration of post-award grants to ensure that budgeting and administrative problems are addressed and resolved, during the grant period.
  • Maintains records, files, reports, databases, and resource materials to ensure effective grants office operation and compliance with federal, state, and local regulations.
  • Coordinates the implementation of Time Effort, and Job Description Acknowledgment for all grant-funded positions, as required by federal and state grants.
  • Generates reports and data analysis for the program and finance team, leadership, or board.
  • Works with Finance to generate reporting required for compliance and financial statement audits.
  • Supports closeout of awards, including preparation of final inventories, property disposition, and other details.

Supervisory Responsibilities
  • Lead and supervise staff to ensure that spending goals and program requirements are met. Monitors the work of staff to ensure compliance with job responsibilities. .
  • Ensures the Grants Management team provides excellent customer service to program staff, grantees, campus staff as they navigate the grant management process.
  • Selects, trains, supervises, and evaluates staff, and makes recommendations relative to assignment, retention, discipline, and dismissal.

Safety
  • Performs preventive maintenance on tools and equipment and ensures equipment is in safe operating condition.
  • Follows established safety procedures and techniques to perform job duties including lifting and climbing; operates tools and equipment according to established safety procedures.
  • Corrects unsafe conditions in work area and promptly reports any conditions that are not immediately correctable to supervisor.

  • Knowledge of grant requirements and District policies and procedures to assure compliance.
  • Knowledge of effective research-based strategies, theories, techniques, and methodologies.
  • Skill in written and oral communication including ability to interact with and influence all levels of central office and office staff, as well as community stakeholders.
  • Skill in working with initiatives that require collaboration with District and outside agencies and organizations.
  • Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
  • Skill in preparing and conducting workshops and making presentations.
  • Skill at the advanced level, working with Microsoft Office 365, especially Outlook, PowerPoint, Excel, and Word.
  • Skill in complex problem solving; identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
  • Ability to exercise sound judgment in making critical decisions.
  • Ability to use software to access databases, email, create spreadsheets, and do word processing.

Travel Requirements
  • Travels to school district buildings and professional meetings as required.

Physical & Mental Demands, Work Hazards
  • Tools/Equipment Used: Standard office equipment, including computer and peripherals.
  • Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
  • Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
  • Lifting: Occasional light lifting and carrying (less than 15 pounds).
  • Environment: Works in an office setting; may require occasional irregular and/or prolonged hours.
  • Attendance: Regular and punctual attendance at the worksite is required for this position.
  • Mental Demands: Maintains emotional control under stress; works with frequent interruptions.


Minimum Required Qualifications
  • Education:
    • Bachelor's degree from an accredited college or university required; Major in Communications, Business Administration, Public Administration, Finance, Accounting, Management Information Systems, Data Analysis, Computer Science preferred.
    • Master's degree from an accredited college or university preferred; MBA preferred.
  • Certification/License: None.
  • Experience:
    • 4-6 years' experience required, including federal grant applications, budgeting, grant compliance, and evaluation of programs, complex ideas, and summarizing data to influence positive outcomes, and/or working with local, state, federal, education, or foundation-level program management;
    • Experience in grant writing or solicitations;
    • Experience with budgeting, financial reporting, preferred;
    • Project management experience preferred
    • Staff management experience preferred
