Job Description
PURPOSE OF THE POSITION:
Under general supervision is responsible for supervision, coordination and executing the development or improvement of facilities of a number of departmental capital projects or a single department of equivalent scope and complexity. Incumbent is accountable for the total and successful management of the overall project from the time of project initiation until final acceptance and project close-out.
TASKS AND RESPONSIBILITIES:
1. Reviews plans and specifications of each project assigned in order to be familiar with all details
2. Assures that adequate funds are budgeted, and funds are available before commitments are made.
3. Coordinates all design reviews among in-house staff, planning staff, administrators and other City and State agencies.
4. Confers with personnel and equipment staff to develop implementation schedules.
5. Participates in decisions to award contracts and to use Consulting services for construction supervision.
6. Coordinate among construction supervisory team, administration, implementation group and central office.
7. Confers with planning personnel to determine nature of scope or proposed project and programming schedules and estimating personnel to verify validity of budget estimates
8. Assures that scope statements, estimates, and contract documents are prepared in accordance with standards and procedures.
9. Reviews progress and cost statements including cumulative change order costs.
10. Evaluates funding status and additional requirements for all cost elements such as site, design and construction costs.
11. Directs schedule development, monitoring and coordination of assigned projects and
alerts appropriate personnel regarding start-up operations and completion dates
12. Supervises subordinate staff to assume optimum efficiency in the coordination and expediting of assigned projects.
13.Analyses project problems and critical situations to develop alternative solutions, review these proposals by subordinates and defines and implements decisions.
Minimum Qualifications
1. A baccalaureate degree from an accredited college or university in engineering, architecture, construction management or in an approved related program; and
2. Five years of responsible capital program implementation-related experience, including at least two years in administration, management, or expediting substantial phases of capital projects; and
3. Ability to handle complex, allied, technical and commercial problems related to various project management functions with independent judgment, tact, and initiative.
4. Related experience may be substituted on a basis of two years of experience to one year of education.
5. Graduate education may be substituted for up to one year of experience.
