NATURE OF WORK: The GIS Administrator is under general supervision, oversees all aspects of a Citywide Geographic Information System (GIS), and performs professional work related to the development and implementation of systems, databases, and scripts to maintain, display, and upgrade the City'senterprise GIS. This position is responsible for GIS data administration, management, and quality control; GIS application maintenance and development, and performing administrative, professional, and technical work throughout the organization.

  • Develops, implements, and manages GIS data and the organizational structure/database environment.
  • Analyzes and interprets spatial data used in the production of maps, reports, and other products.
  • Builds and configures GIS applications for the City's ESRI-based GIS. Utilizes web and desktop application development tools and skills to develop and deploy GIS applications.
  • Administers ArcGIS Server and ArcGIS Online, creating, publishing, maintaining, updating, and managing geospatial data with ArcGIS Online. Provides guidance to authorized GIS users when updating and modifying data.
  • Provides ongoing GIS technical support and training as needed. Assists GIS users and other interested parties with technical questions and retrieving GIS information. Explains GIS-related technical issues and concepts to non-technical staff.
  • Develops applications, dashboards, departmental GIS portals, and documentation relevant to organizational data-driven decision making.
  • Keeps abreast of GIS and related technological developments and current issues through continued education and professional growth. Attends and presents at conferences, workshops, City Council and City Commission meetings, and seminars, as appropriate.
  • Regularly meets with City department managers and executive leadership to understand organizational needs and business processes. Develops effective solutions using geographic data, tools, and applications. Assesses organizational spatial needs and recommends viable solutions.
  • Coordinates GIS activities between the City and external stakeholders. Coordinates GIS data sharing agreements with regional entities. Retrieves, processes, and analyzes archival spatial data.
  • Troubleshoots issues related to GIS data and applications with minimal guidance. Supports existing web and desktop GIS applications throughout the organization. Translates GIS data into useable information.
  • Designs and maintains GIS databases, data schemas, and detailed metadata. Reviews and evaluates internal and external GIS data for accuracy and consistency. Creates new GIS data when needed. Utilizes GPS hardware and software for field data collection.
  • Develops models, scripts, and workflows for GIS operations, data creation, and the automation of routine manual tasks.
  • Coordinates the development and expansion of the City's enterprise GIS resources, including ArcGIS Server. Promotes the integration of GIS with other organization-wide software applications, where possible.
  • Administers and advances the City's web-based mapping and application portal, ensuring proper access to spatial data resources. Develops and configures hosted feature services, web maps, web applications, and mobile applications for accessing and updating GIS data.
  • Installs, updates, and maintains GIS software, hardware, and related supplies. Evaluates the feasibility of new software and hardware for GIS operations.
  • Creates complex maps, reports, and data requests in support of internal and external operations, including as reference materials for City Council and other committees.
  • Works as a consulting member of departmental staff teams assisting with special studies and projects where GIS expertise is needed, including projects as requested by the City Manager and/or department directors.
  • Acts as the City's primary technical GIS resource for activations of the Emergency Operations Center.
  • Serves as license administrator for specific GIS software applications and resources.
  • Assists in the development of IT Department budget, including coordinating contracts and license agreements with software and services vendors.
  • Knowledge of geographic principles, cartography, GPS, geoprocessing, and GIS theory.
  • Knowledge of coordinate systems and data projections.
  • Knowledge of relational databases, particularly related to GIS applications.
  • Knowledge and skill in designing and maintaining GIS data layers and associated databases.
  • Ability to read and understand survey drawings and design plans, and ability to translate data sources into usable information.

EDUCATION, EXPERIENCE, AND LICENSURE

Required:

  • Bachelor's degree in Geographic Information Systems, Geography, Computer Science, Information Systems, or other GIS related field.
  • Three years of verifiable GIS experience using an ESRI Enterprise GIS architecture.
  • Valid Colorado Driver's License or ability to obtain within six months of hire.
  • Equivalent combinations of education and experience may be considered.


Preferred:

  • Bilingual in English and Spanish.
  • Experience in public/municipal sector.

The employee is also required to kneel, squat, stoop, push, pull, and lift up to 25 pounds on an occasional basis. Work is generally performed in an office setting.
