Dragados Canada, Inc., the Canadian construction arm of the ACS Group (one of the world's largest international construction and engineering companies), is seeking a talented and eager Utilities Manager to join its dynamic and energetic team.
Dragados Canada was established in 2008 and has grown steadily into an industry leader in Canada, with offices in Toronto, Vancouver and Montreal, successfully performing a variety of large-scale transportation, bridge, dam, tunnel, and other major infrastructure projects.

Note: The incumbent will be working at the downtown Toronto office for the first 8 months and then at the project office in Oshawa.

Job Summary

This position holds overall responsibility for the coordination of the design, construction, closeout for all utility-related work required to facilitate construction of the Project.

Utilities works will include, but not necessarily limited to coordinating with the Project Owner (Metrolinx), reviewing and coordinating the design, coordinating with the stakeholders and collaborating with the Owner and third-party owners to managing construction activities.

Responsibilities:
  • Manage the project dry utility work including identification of conflicts, planning and execution in a manner consistent with the overall project schedule and budget goals
  • Manage interface with third party utility stakeholders
  • Collaborate with design and client counterparts to arrive at the most efficient plan to deliver utility relocation work
  • Review proposed design and provide comments, feedback and value engineering ideas to design and utility owners teams
  • Collaborate and coordinate with other disciplines within the project team to communicate utilities updates, review of conflicts and sequencing
  • Track and report on progress of design, permitting and procurement requirements for various third party utilities
  • Provide support and coordination to the design and engineering teams to ensure optimization of the design is achieved during design development phases
  • Provide support and coordination to the project procurement team for preparation, issuance, evaluation and award of materials and equipment purchase agreements including development of relevant commercial terms and conditions, specifications, scope of work, quantity development and proposal evaluation criteria
  • Provide guidance and direction to construction operations to ensure that execution strategy is implemented and optimized to meet schedule and cost targets
  • Provide support and coordination to the project controls team for scheduling and costing activity related to utility work within the assigned section or segment of the Project
  • Provide clearly defined responsibilities for direct report employees within the assigned section or segment covering all activities of the utility department
  • Timely communication and effective management of issues related to Utility work
  • Maintain positive and effective relationship with clients, vendors and third-party agencies
  • Perform other duties and responsibilities as required by the construction manager

Qualifications:
  • Bachelor's degree in Engineering, Construction Management or other related discipline
  • Minimum of 7 years of experience in managing, design and/or execution of dry (private) utilities (such as telecom, electrical/hydro, gas)
  • Experience in wet utilities (sewers, watermains, etc.) will be considered an asset
  • Detailed understanding of design and permitting process related to private third-party utilities (gas, hydro, telecom)
  • Proficient with MS Office (Word, Excel, PowerPoint, Outlook, and Project). Knowledge of and experience with Bluebeam is required
  • Demonstrated ability in effectively managing challenges associated with third party utilities design, permitting, procurement, construction and commissioning
  • Demonstrated experience in tracking and communicating progress of dry utilities work in pre-construction and construction phase.
  • Excellent organizational and time management skills and the ability to work on multiple priorities simultaneously
  • Ability to effectively prioritize, manage and communicate issues in a fast-paced environment
  • Ability to maintain good working relationships with the client, utility owners and contractors
