The North American Electric Reliability Corporation (NERC) is a not-for-profit international regulatory authority whose mission is to assure the effective and efficient reduction of risks to the reliability and security of the grid. NERC develops and enforces Reliability Standards; annually assesses seasonal and long-term reliability; monitors the bulk power system through system awareness; and educates, trains, and certifies industry personnel. NERC is the Electric Reliability Organization (ERO) for North America, subject to oversight by the Federal Energy Regulatory Commission (FERC) and Provincial authorities in Canada. NERC's jurisdiction includes users, owners, and operators of the bulk power system, which serves nearly 400 million people.

Your Impact

The Manager of Standards Development is responsible for directing all aspects of NERC's continent-wide standards development process by providing oversight, guidance, and coordination of the timely development of technically excellent reliability standards to ensure an adequate level of reliability, resiliency, and security of the bulk power system. In addition, the Manager of Standards Development manages projects to timely develop quality reliability standards that are intended to maintain, mitigate, or prevent risks to the Bulk-Power System. The Manager of Standards Development works closely with industry experts, NERC legal and compliance staff, and federal regulators to ensure reliability standards are technically correct, clear, and measurable.

The Manager of Standards Development reports to the Director of Standards Development.

Your Role
  • Direct, manage, and lead standards developers responsible for the timely development of technically excellent reliability standards in accordance with development objectives established in NERC's annual Reliability Standards Development Plan.
  • Develop and manage multiple project plans to develop high quality reliability standards that provide for an adequate level of bulk power system reliability, resiliency, and security.
  • Commit to a people-first environment by assuring growth opportunities are made available to direct reports.
  • Contribute to revising NERC's Reliability Standards Development Plan in collaboration with the NERC technical staff and department heads, the Standards Committee, industry stakeholders, technical committees, and governmental agencies.
  • Communicate the progress of standards development activities to the Standards Committee, industry stakeholders, and governmental agencies.
  • Contribute to the development of standards development updates to the NERC Board of Trustees.
  • Collaborate closely with the Standards Committee and governmental agencies to ensure the industry-staffed drafting teams responsible for standards development activities produce technically excellent reliability standards in accordance with applicable guidelines and established schedules.
  • Coordinate related standards development projects to optimize use of staff and industry expert resources.
  • Evaluate the technical aspects of draft reliability standards and work with NERC staff from Compliance, Legal, and Engineering to resolve issues regarding the technical aspects of draft reliability standards.
  • Oversee field testing of proposed reliability standards.
  • Provide support to ensure information is provided for regulatory filings as required to meet established deadlines.
  • Testify as necessary in all regulatory jurisdictions as required to ensure approval of proposed reliability standards.
  • Provide input to the development of the annual Business Plan and Budget.
  • Comply with all applicable sections of NERC's Rules of Procedure.
  • Other duties and responsibilities as assigned.


Qualifications
  • Bachelor's degree or higher in a technical field (electrical engineering or power system preferred) and/or minimum eight years relevant work experience in the electric utility industry.
    • This may include operational, planning, or cybersecurity roles within the electric utility industry.
    • This may also include equivalent regulatory experience (e.g. standards development, compliance oversight, legal, and/or regional experience).
  • Ability to work as a business leader in an agile, fast-paced environment without direct supervision or sacrificing quality.
    • Strong track record of leading teams of experts, managing multiple projects, and shifting priorities.
    • Strong leadership, interpersonal, and communications skills.
    • Demonstrated project management experience managing multiple concurrent projects.
    • Demonstrated ability to work in a team-oriented environment.
  • Strong written, verbal, and presentation communications skills.
    • Demonstrated interpersonal and communications skills with the ability to interact with people from many levels of industry and government.
    • Demonstrated group facilitation skills.
    • Demonstrated experience in developing technical documents, presentations, training materials, processes, procedures, and internal controls (such as job aids).
  • Familiarity with the NERC reliability standards, the Standards Development process, and the electric industry regulatory environment.
    • Demonstrated experience with public policy or regulatory affairs.
    • Demonstrated experience with wholesale electric market arrangements and contracts.
  • Proficiency with Microsoft Office products (Outlook, Word, Excel, Access, and PowerPoint).

  • This position has been classified as exempt.
  • The position may be based remotely but must be able to travel to NERC offices, if needed. Reimbursement of travel expenses will be in accordance with the company's travel and expense reimbursement policies.
