WORK HOURS: 8:00 AM TO 5:00 PM

The Human Resources Manager is responsible for the day-to-day operations of the employee relations and recruitment functions within the HR team to ensure processes and services provided support the long-term strategic goals established by the HR Director. This role recommends, develops, and manages enhanced or new HR processes related to recruitment, onboarding, retention/engagement, succession planning, performance management, employee relations, career training & development, and off-boarding.

The Human Resources Manager must possess exceptional discernment skills, acting as an intuitive and empathetic advisor and team player who is compassionate in providing others with what they need in the right way.

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

  • Provides direct supervision to the recruiting and onboarding team.
  • Plans, directs, and administers various human resources programs, including but not limited to performance evaluations, performance management, and training and development.
  • Provides advice and counsel to department directors, managers, and staff on updating and interpreting programs.
  • Develops HR training programs, coordinates annual training schedule, and teaches courses.
  • Oversees and coordinates all supervisory development programs and training.
  • Serves as a resource for performance issues and coaching documentation; escalates issues as appropriate.
  • Conducts new supervisor orientation and provides ongoing training and development for supervisory staff; assists with other training activities.
  • Conducts investigations and acts as a mediator in difficult employee situations.
  • Serves as a resource for complex performance issues.
  • Participates in labor relation activities including negotiations and grievance activities, as needed.
  • Researches, analyzes data, and prepares quarterly and annual reports on HR metrics and trends.
  • Provides support and guidance on employee engagement events and recognition programs, including but not limited to oversight of the Spirit Squad.
  • Ensures compliance with all Federal and State labor laws and postings.
  • Performs related work as assigned.

Minimum Education and Experience Requirements

Bachelor's degree in Human Resources Management or Organizational Development or a related field, with three to five years' experience in Human Resource Management, or any combination of education and experience that provides equivalent knowledge, skills, and abilities.

Must possess and maintain a valid Florida state driver's license with an acceptable driving history.

HR certification such as SHRM or HRCI (preferred).

Knowledge/Skills/Abilities

  • Advanced Microsoft Office skill, particularly in Word, Excel, PowerPoint, Visio, and Outlook.
  • Strong analytical and problem-solving skills.
  • Ability to comprehend and interpret a variety of documents including union, service, and other contracts, job applications, personnel manuals, State and Federal laws and regulations, etc.
  • Ability to prepare a variety of documents including various status and other reports, affirmative action plans, etc.
  • Must maintain confidentiality and exercise good judgment regarding employee and City information.
  • Strong written and oral communication skills.
  • Highly organized, self-starter with strong priority planning skills and work ethic.
  • Ability to relate personally and professionally to build positive working relationships with employees at all levels of the organization.
  • Ability to use and interpret personnel related terminology.
  • Excellent interpersonal skills, with the ability to build trust and confidence with employees, managers, and staff.

  • Excellent organizational, planning and time management skills.
  • Strong computer skills including intermediate or above knowledge of Microsoft Office programs.

Reasoning:

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
