Job Title: IT Project Manager
Location: Pierre, SD
Duration: 2.5 Years

Minimum Qualifications:
  • Knowledge of eligibility and enrollment system technical architectures and solutions
  • Understanding of system technical architecture best practices
  • Working knowledge of data conversion, interface development, user acceptance testing, and security solution design, development and implementation
  • Ability to identify and communicate technical issues, both verbally and written to project and State management
  • Ability to develop recommendations and facilitate resolution of technical issues with project agency IT and vendor staff
  • Ability to maintain working relationships with vendor and state technical, project and management staff
  • Ability to work in a demanding project environment
  • Bachelor's degree plus five (5) to seven (7) years' experience in the management of system development with an emphasis on technical architecture development
  • Knowledge of Medicaid and CHIP eligibility system operations and data
  • Knowledge of Software Development Lifecycle(SDCL)
  • Experience with various project methodologies (e.g. Waterfall, Agile, Scrum)
  • Project Management Professional (PMP) certification
Responsibilities:
  • In coordination with the Agency Project Management Office (PMO), provide vision and architectural direction in the specification and development of technical project deliverables
  • In coordination with the Agency PMO, implement and manage changes when necessary to meet project outputs
  • Participate in, review and approve all technical requirements specification deliverables
  • Participate in, review and approve all general and detailed technical design deliverables
  • Facilitate resolution of business issues and/or risks among project and vendor technical staff pertaining to technical design, development and implementation
  • Work with project and vendor's technical staff to ensure detailed work plans are developed and maintained for all technical tasks and deliverables (data conversion, interface development and architecture, UAT, Security, etc.)
  • Act as the primary contact to implement technical solutions that are consistent with BIT Policies and Procedures
  • Plan, allocate and coordinate state IT resources for the length of the project
  • Update and maintain effective, efficient, and timely project documentation
  • Provide weekly status reports to the Agency PMO and Division Director on the status of all technical activities
