Utilities Services Asset Manager

Under the general direction of the Capital Projects Manager, the Asset Manager is responsible for advancing the Indian River Count Department of Utility Services' Asset Management Program, including industry best practices, business processes, data and information management, resources, and competencies. The position requires a broad range of knowledge, expertise, and skills in asset management systems, including frameworks, tools, and techniques to deliver target levels of service (LOS) while balancing tolerance for business risk exposure (BRE) and assets lifecycle costs. The asset manager will also; develop and monitor key performance indicators (KPI's) and protocols for asset portfolio physical condition and functional performance, lead analyses of asset failure root causes to plan optimum solutions, maximize functionality and use of the department's computerized maintenance management system (CMMS) and Esri GIS, while mentoring staff in the principles and practice of asset management.

Essential Job Duties

  • Oversee the development, implementation, and maintenance of asset management systems for data collection and analysis of assets and infrastructure
  • Building a program framework, including policies, strategies, goals and objectives, and performance measures
  • Perform and lead asset prioritization for risk assessments and mitigation strategies
  • Manage and coordinate physical inspections, functional evaluations, and condition ratings
  • Evaluation of work histories to identify patterns and reengineering opportunities to optimize operating protocols and maintenance plans
  • Support an information-based decision-making culture across the organization by assessing asset failure modes, effective useful life (EUL), remaining service life (RSL), and optimum intervention strategies
  • Development of asset renewal cycles including business case and financial forecast to support annual budgets, and short-range and long-range capital improvement plan (CIP)
  • Establish asset management objectives, key performance indicators (KPI's), and metrics to meet required levels of service (LOS) requirements
  • Transition and Integration new assets from capital projects over to operations and maintenance
  • Lead the development and preparation of functional, user, and technical requirements for enhancement of GIS and CMMS systems for linear and vertical assets
  • Perform or lead root cause failure analyses
  • Assessing asset management maturity and prioritizing actions leading to development of the department's Asset Management Plan (AMP)
  • Lead the planning of capital renewal justification and prioritization, including major repairs, rehabilitations, and replacements, to manage risks, meet reliability and sustainability requirements

Typical Requirements

Education/Experience:

Bachelor's Degree with major coursework in engineering, computer science, information technology, business administration, or a related field supplemented by (3) three years of progressive experience in the principles and practice of asset management in utilities or other asset-intensive industry

Formal training in asset management, reliability centered maintenance (RCM), maintenance planning and scheduling, or another related program is an advantage

Project management experience with a track record of successfully planning, managing the delivery of capital projects

Experience in Computerized Maintenance Management Systems (CMMS), Esri Geographic Information System (GIS), database management, and software tools for data analysis and presentment

Licenses, Certifications, or Registrations:
  • Possession of a valid Florida Driver's License required
  • Licensed Professional Engineer (PE) in Florida or ability to obtain licensure is desired, but not required
  • Asset management related credentials or certification from an industry recognized body, e.g., IAM, BAMI CTAM, CMRP, is a distinct advantage

Knowledge, Abilities, and Skills:

Asset hierarchy framework and lifecycle data requirements

Condition and performance assessment protocols (CAP), tools and techniques

Asset failure modes, vulnerability, criticality, and risk assessments

Business processes and best practices in asset and maintenance management

Functionality and use of GIS and CMMS systems

Asset preservation programs for linear and vertical assets

Regulations, standards, and guidelines, including EPA, GASB 34, CMOM, PAS 55 / ISO 55000

Knowledge of advanced asset management methods and practices utilizing appropriate analytical methods and tools for assessing remaining asset life and support decision making

Background in planning, engineering and design, construction, and operations of assets and infrastructure employed by public utilities for drinking water production and distribution, and wastewater collection, reclamation, disposal, and reuse

High proficiency in Microsoft Excel or other similar spreadsheet or database management applications such as Microsoft Access
