General Description
JOIN OUR TEAM AS A PROJECT MANAGER II!
This role ensures the application of sound Project Management techniques and processes as they relate to Transportation Capital Improvement Projects (CIP). Confers with project engineers and contractors to ensure compliance with all applicable County Ordinances, Pasco County Land Development Code (LDC), Florida Department of Transportation (FDOT) standards, approved site plans, and American Disability Act (ADA) and Manual of Uniform Traffic Control Devices (MUTCD) specifications. Oversees capital expenditure and construction project budgets, coordinates and conducts contract negotiations and monitoring. Oversees contractor's labor for capital projects. Responsible for resolutions and recommendations concerning unplanned increases in project costs. Participates and supports strategic planning efforts, site specifications and standards. Manages, plans, coordinates the activities of staff, architects, engineers, contractors and vendors to complete construction of new CIP projects, safety improvements and capital improvements to existing facilities.

Minimum Requirements
PHYSICAL SKILLS: Ability to communicate effectively using verbal, written, and visual communication.
EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor's Degree in Civil Engineering, or related field. Six (6) years of experience in the field of project management, or construction field, managing multiple projects, including four (4) years' as a project manager. Four (4) years' experience working with construction project estimating and Florida building codes.
LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license. Project Manager Professional (PMP) certification preferred. Registration as an Engineer in the State of Florida preferred. FDOT certifications preferred.

Essential Job Functions
- Prepares daily written punch list and inspections reports on all inspection activities and reviews test reports forming a project file to be submitted to the file of record.
- Investigates and prepares reports on citizen complaints that pertain to compliance with County ordinances.
- Manages, coordinates and provides technical review of engineering/transportation consultant's design, plans, and specifications for construction projects, transportation studies and prepares review comments.
- Performs related work as required, including but not limited to resolving construction inspection, QA/QC of agenda items and oversight of construction inspection/testing requirements and bond management.
- Prepares project status reports and schedules as required.
- Provides review and coordination of utility providers Right-of-Way Use permit to reduce potential field conflicts.
- Prepares and processes task orders, contracts and memorandums for any assigned project.
- Attend BCC meetings, create presentations and other supporting documents as needed.
- Completes other duties as assigned by a supervisor.
- Prepares bid/construction documents, reviews drawings, plans, and specifications with respect to code and health/safety issues.
- Develops criteria for consultant selection.
- Tracks the initiation phase of projects and their prioritization.
- Shortens startup timelines for infrastructure required to execute contracts, brief upper management, attend public meetings.
- Ensures projects have appropriate cost estimates, risk assessment & mitigation, configuration management, and supporting documentation build into all requirements documents.
- Develops projects to include scope, cost estimates, and schedule.
- Conducts LAP interviews, field surveys, and site inspections concerning factors that affect site assets and recapitalization.
- Oversees capital expenditure and construction project budgets, coordinates and conducts contract negotiations and monitoring.
- Responsible for documenting, resolutions, and recommendations concerning unplanned increases in project costs.
- Acts as liaison between County departments, elected officials, Assistant County Administrator, and Budget Officials in coordination of capital and construction project time frames, objectives, and funding to ensure that projects meet both functional and budgetary requirements.
- Prepares project status reports and schedules as required.
- Manages both design and construction oversight of CIP projects.
Knowledge, Skills and Abilities
- Knowledge of contract administration and negotiations.
- Ability to read and interpret blue prints, specifications and construction documents.
- Gather, research, compile, analyze and organize information from files, maps, drawings, reports, studies, and maintenance tools pertaining to site asset history and condition.
- Establish a team environment that collaborates extremely well across functional departments and succeeds at achieving functional objectives and getting accurate requirements documents that ensure cost efficiency and reliability.
- Knowledge of Florida Department of Transportation Specifications and Design Criteria.
- Knowledge of contract administration.
- Ability to prepare clear and concise reports; analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of an assigned task.
- Ability to interpret and apply federal, state, and local policy laws, regulations and codes; review detailed plans and prepare.
