PROJECT MANAGER
Salary Range: $122,310 - $135,900 annually

POSITION OVERVIEW
The Real Estate Development department supports this mission by creating supportive housing, both by constructing new buildings and renovating existing ones, and by undertaking major capital improvements to HomeRise's existing portfolio of over 1,400 units of housing. HomeRise's current housing development activity includes the new construction of 237 units of housing for single adults, the acquisition and rehab of 300+ units of housing for senior and disabled individuals, and the renovation of nearly 247 units of the agency's existing portfolio and potential new projects.

ESSENTIAL FUNCTIONS
- Identifies, conceptualizes, and evaluates potential projects under the direction of the Chief Strategy & Operating Officer.
- Researches and secures project financing from public and private sources, including preparation of financing applications.
- Works with financial consultants, prepares and monitors predevelopment, development budgets, and project pro forms.
- Selects and oversees all project consultants and their work products, including legal, finance, architect, general contractor, and owner's representative, adhering to local regulations.
- Produces project schedules and oversees construction phase, including conducting site visits, monitoring construction budget, change orders, and payment requests.
- Prepares project activity reports and financing draws and ensures compliance with funding requirements.
- Prepares and oversees implementation of relocation plans as needed, and coordinates with site-based leasing teams.
- Obtains project approvals and permits from regulatory agencies, including planning and building departments.
- Works with attorney(s), reviews and comments on all project legal documents and manages closings, including for site acquisition; predevelopment, construction and permanent loans; and limited partnership equity investment.
- May be asked to represent the agency before the public about project development activities.
- Assists HomeRise's asset management team with capital and regulatory review of existing sites.
- Performs other duties as assigned by the Chief Strategy & Operating Officer
QUALIFICATIONS
- Bachelor's degree in architecture, urban planning, public policy or other field related to job responsibilities; master's degree preferred.
- A minimum of three years' experience in affordable/supportive housing development, or comparable educational or professional background. Experience with occupied rehab projects and RAD conversions desired.
- Dedication to creating new housing for formerly homeless people and improving HomeRise's existing portfolio.
- Experience in a range of housing development tasks, such as site selection, entitlements, predevelopment, finance and construction.
- Familiarity with federal, state, local and private sources of financing for affordable housing.
- Ability to prepare and analyze project financing for rental projects and familiarity/experience with 4% and 9% Low Income Housing Tax Credits desired.
- Ability to conduct thorough site analysis and prepare cost estimations and project schedules.
- Knowledge of building design, construction and building codes preferred.
- Demonstrated experience managing complex projects that reflect attention to detail, time management skills, and ability to stay focused and organized.
- Capacity to manage multiple projects simultaneously and the ability to work independently.
- Commitment to HomeRise's philosophy of resident involvement in all aspects of project design and development.
- Demonstrated commitment to working with homeless people and support for HomeRise's mission.
- Proven ability to work effectively with low-income, diverse, multi-ethnic populations.
- Excellent interpersonal and business communication skills, both written and verbal.
- Strong computer skills including facility with major software tools for word processing, spreadsheets and project scheduling. Demonstrated experience conducting complex financial analysis with Excel required.
- Strong interest in social justice advocacy.

- Location: Remote, with ability to travel to San Francisco, CA
- Status: Full-Time / Exempt
- Schedule: Generally, Mon - Fri 9 AM to 5 PM
- Reports to: Chief Strategy & Operating Officer
