As an essential member reporting to the Manager, Engineering Systems at TNPI, you will play a crucial role as the owner of the leak detection program overseeing its acceptability, sufficiency, and efficacy. In this safety-responsible position you will support the operation and maintenance of TNPI's Supervisory Control and Data Acquisition (SCADA) and Industrial Controls Systems (ICS) including scheduling software and batch tracking software. Utilize your technical abilities and industry expertise to provide crucial SCADA support and maintenance of a real-time pipeline control system that operates 24 hours a day, seven days a week. In addition, you will also be accountable for the acceptability, adequacy, and efficacy of SCADA and associated ICS systems' cyber security management systems.

KEY RESPONSIBILITIES:
  • Lead SCADA System updates, enhancements, and support to align with the company's strategic strategy and supporting activities.
  • Ensure the safe, dependable, compliance, and cost-effective maintenance and reliability of the SCADA System and supporting subsystems.
  • Carry out and lead SCADA system implementation, integration, operation, support, and maintenance tasks such as display creation and maintenance, database configurations, point-to-point checkout, documentation, alarming, and other pipeline control application development.
  • Act as Program Owner and Custodian of the Leak Detection Program overseeing the program's acceptability, adequacy, and effectiveness.
  • Design, develop, implement, assess, and steward program requirements along with associated policies, processes, procedures, training, tools, and systems necessary to achieve program objectives.
  • Oversee SCADA and Leak Detection alarm troubleshooting, SCADA communication infrastructure, and SCADA server hardware.
  • Create and carry out strategies to assess and make modifications to Leak Detection, SCADA, and hardware performance.
  • Support Alarm Management protocol/audits, investigations, and rationalization sessions.
  • Perform routine backups and create/enhance TNPI's disaster recovery methods and policies.
  • Implement a comprehensive cybersecurity plan for SCADA systems to safeguard them from cyber-attacks and vulnerabilities including planning for and taking part in cybersecurity audits and assessments.
  • Conducting frequent security audits and vulnerability checks.
  • Manage SCADA system access control policies and procedures to ensure that only authorized individuals have access to essential components.
  • Perform security patch and update testing for SCADA software, hardware, and related components while investigating unusual activity in network traffic and system records.
  • Drive projects to completion while delving into technical specifics as needed to support the process engineering and/or project team's direction and execution.
  • Implement and monitor work assignments in compliance with Control Room Management requirements using the Management of Change (MOC) approach.
  • Train and coach other teammates, system users, Operators and/or contractors on various projects, group activities, and initiatives.
  • Review, update, and develop procedures, policies, and training materials to ensure they meet or exceed legislation and requirements.

QUALIFICATIONS:

Must-haves (minimum requirements):
  • 10 years of SCADA experience with a minimum of 5 years leak detection experience in a liquids pipeline.
  • Post-secondary education in Computer Engineering, Computer Science, or a related discipline.
  • Advanced programming skills for C#, VB, and SQL.
  • Extensive knowledge and experience with AVEVA OASyS DNA SCADA (including PLM and Liquids systems).
  • SCADA HMI Display standards and development experience.
  • Experience developing real-time applications with a high level of quality and dependability.
  • Exceptional communication (verbal and written), analytical and problem-solving skills.
  • Demonstrated time management skills with the ability to manage multiple tasks simultaneously.
  • Strong understanding of regulatory requirements related to liquids pipeline systems to ensure systems are compliant with all applicable regulations.

Preference for:
  • A valid Professional Engineering designation.
  • Python scripting and C++ knowledge.
  • Experience with DNP3 communication protocols, as well as the ability to comprehend and debug message content.
