AttainX is seeking a highly skilled and experienced Equipment Control Officer (ECO) and Unit Software License Manager to join our team. The ideal candidate should have a minimum of 3 years of experience with Information Technology (IT) asset management and control. As an Equipment Control Officer and Unit Software License Manager, you will be responsible for overseeing the acquisition, distribution, maintenance, and disposal of hardware and software within our government client's agency.

AttainX is seeking a highly skilled and experienced Equipment Control Officer (ECO) and Unit Software License Manager to join our team. The ideal candidate should have a minimum of 3 years of experience with Information Technology (IT) asset management and control. As an Equipment Control Officer and Unit Software License Manager, you will be responsible for overseeing the acquisition, distribution, maintenance, and disposal of hardware and software within our government client's agency.
Qualifications and Education Requirements:
- Bachelor's degree in supply chain management, business administration, or related field preferred or equivalent work experience.
- Minimum of 3 years' experience as an Equipment Control Officer and Unit Software License Manager or in a similar equipment management role.
- Able to receive, transfer, update and dispose of IT assets within the Air Force Accountable Property System of Record.
- Experienced with creating and disseminating training materials..
- Demonstrated experience managing accurate inventory of all assigned licensed software, knowledge with auto-discovery tools such as SCORE to track and report implemented software, license information and member usage.
- Experience with ECO related systems such as Defense Property Accountability System (DPAS), Oracle Discoverer Viewer and proficiency with various web-based software applications including Microsoft Office Word, Excel, PowerPoint, SharePoint, etc.
- Must have analytical, written, and verbal communication skills.
- Attention to detail, problem solving, and decision-making skills.
- Advanced Customer Service skills.
- Experience working independently and taking initiative.
- US citizenship is required with the ability to obtain and maintain a favorable Tier 1 (formerly NACI) investigation for IT-Level III access clearance.
Job Duties:
- The Equipment Control Officer and Unit Software License manager shall have the leadership skills and IT asset knowledge necessary to provide guidance and direction to the Property Custodian regarding IT asset management.
- Assist the government client to maintain the primary IT asset inventory, compliance inventories and annual property custodian (PC) training.
- Manage software license trouble tickets submitted and will need to be assessed within four (4) duty hours after notification. Trouble tickets within the ECO's responsibility will be monitored daily until a resolution is reached.
- Ensure PC appointment letters are created and renewed annually.
- Create and disseminate training materials.
- Ensure accurate inventory of all assigned Information Technology Assets (ITA), resulting in a 100% inspection of all items.
- Prepare required documents to complete the disposition of excess equipment and identify lost, stolen, or damaged items associated with the Financial Liability Investigation (FLI)program.
- Ensure that all new IT assets are loaded to the appropriate PC inventory.
- Update/maintain ITAM documents in Electronic Records Management (ERM) folder and/or any designation location for the program. (Must be certified as a Records Custodian to gain access to ERM).
- Maintain a record of serviceable excess ITA for operational spares, and/or intra-command Defense Reporting Activity (DRA) redistribution to satisfy local requirements before the completion of any excess reports.
- Update any inventory changes in AF APSR and RICKY Web Based Inventory Management system to ensure any discrepancies are resolved.
- Assist the primary ECO in the development of ITAM processes and procedures.
- Direct all PCs to conduct an annual physical inventory of assigned ITA ensuring accountability of all items acquired through any sources by assisting customers through the purchase, transfer, and disposition of IT assets.
- Report discrepancies to government client.
- Prepare DD form 1149, requisition and invoice/shipping documents, to request excess equipment from other activities and forward the requests through command channels.
- Review, process and provide guidance on Financial Liability Investigations
- Complete out-processing for departing PCs upon transfer of account and receipt of new appointment letters.
- Update and provide initial and annual training for appointed PCs to meet Air Force requirements.
- Produce and maintain inventory report listings for AFRS HQ/Group Squadron PCs.
- Serve as focal point for the storage/distribution of all Enterprise and non-Enterprise software for AFRS and all field locations worldwide to provide guidance to customers by researching software certification and providing the appropriate information or getting software approved if not certified.
- Provide maintenance, support of software licenses, and manage its relationship to the overall system life cycle IAW AFMAN 17-1203 which would include applications, license agreements and software updates.
- Inventory all licensed software annually or as often as necessary; utilize auto-discovery tools (SCORE, AFRS scripts, RICKY etc.) to track and report implemented software and license information and member usage.
- Provide support summary information to include the general terms and conditions, benefits, strategic and tactical directions, license ordering information, internal billing processes, pricing and deployment and support of products installed in the software agreements.
- Maintain proof of software purchases and government ownership rights to software and dispose of excess or superseded software as needed and document the method of destruction to establish an audit trail.
- Support application installation, maintenance, sustainment, and configuration control, to include the information needed in procurement of supporting software license.
- Update and maintain software documents in Electronic Records Management folder and/or any designated location for the program.
- Complete required ECO training designated by the Air Force Equipment Control Office and any software training required by JBSA Base Software License Management Office.
