POSITION SUMMARY:
Valiant Integrated Services is looking for an experienced Senior Subcontracts Manager to join our dynamic procurement organization, as a key leader, to support a uniquely varied set of subcontract types and services offerings for CONUS and OCONUS requirements. The Senior Subcontracts Manager is responsible for leading and managing the subcontracts team in a CPSR compliant environment. He/she will provide expert consultation and support to program stakeholders for both
pre-award and post-award subcontract activities.

The Senior Subcontracts Manager is responsible for leading and managing the subcontracts team in a CPSR compliant environment. He/she will provide expert consultation and support to program stakeholders for both
pre-award and post-award subcontract activities.
RESPONSIBILITIES AND DUTIES:
- Identifies potential areas of compliance vulnerability and risk; develops/implements corrective action for resolution of problematic issues and provides expert guidance on how to avoid or deal with similar situations in the future to subcontract staff and program stakeholders.
- Oversee all subcontract proposal preparation, pricing activities, including price negotiation, in conjunction with multiple departments to submit a compliant bid on new work and task order proposals.
- Manage highly complex subcontract agreements.
- Facilitate effective compliance of supplier agreements and subcontract management in accordance with Prime Contract initiatives, program specific objectives, initiatives and requirements.
- Performs pre-award file reviews of subcontract packages in accordance with Public Law, FAR/DFARS and corporate policies and procedures to ensure compliance to CPSR and other government audit programs.
- In coordination with Procurement and Compliance leadership, makes recommendations in developing policies, procedures and training plans.
- Engage and partner with the Small Business Office in support of small business utilization goals.
- Training and on-going development of subcontract administration staff.
- Performs other duties as assigned.
- Advanced knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFAR) and related federal and state legislation and regulations.
- Advanced knowledge of business law, contractual terms and conditions, and how to mitigate risk.
- Advanced leadership, networking, and interpersonal skills with an ability to develop productive working relationships with others.
- Proven, advanced organizational and planning skills in order to prioritize and balance multiple projects.
- Excellent negotiation, written and verbal communications skills with an ability to communicate with a wide variety of levels and positions within the organization including VP and executive-level.
- Proven, advanced ability to make sound business judgments related to strategic supply philosophies and initiatives.
- International contracting experience required.
- Experience with SCA (Service Contract Act) wage schedules required.
- Proven, advanced ability in performing cost/price analysis techniques in accordance with the FAR.
- Can-do, collaborative and professional demeanor, good project and time management skills required. Self-motivated and strong people leadership skills must be demonstrated.
- Has hands-on CPSR experience within the last three years preferred, to include (but not limited to) key areas of compliance: Commercial Item Determinations, Truthful Cost or Pricing Data, Source Selection and Price Reasonableness determinations, etc.
- Forward thinking and solutions oriented to eliminate areas of redundancy by implementing new tools and processes to increase efficiencies in the subcontract administration process.
- Proficient in Microsoft applications (Outlook, PowerPoint, Word, Excel, SharePoint)
- Bachelor's degree required, Master's degree or higher preferred.
- Certified Federal Contracts Manager (CFCM), Lean Six Sigma Certified or other professional designation highly desired.
- Eight (8) years progressively responsible professional experience in subcontract
administration. - Three (3) years managerial experience.
- Secret clearance; Top Secret preferred.
- Willingness to travel domestically (15%) but flexible.
