Cape Fox, subsidiary Mountain Point, is seeking a Site Quality Control (QC) Manager. This candidate will develop and implement the quality program, QC plans, enforcing policies, assessing risk, and ensuring compliance with legal guidelines for the Mountain Point construction company. Work will be performed primarily within the Southern United States (Texas, Oklahoma, North Dakota, Louisiana, Mississippi, Alabama, Georgia, Arkansas, Florida). General construction work will include: building renovations and repair; new construction; pre-construction services, IT and physical security upgrades; electrical, plumbing and HVAC; and demolition. Civil and utility work will focus on specific electrical and underground water infrastructure (e.g., potable water, storm, sewer) and all associated earth moving services. The Site QC Manager is responsible for management of the Contractor QC Program on each project.
The Site QC Manager supports internal department development of the corporate quality program for standard operating procedures (SOPs), deliverables, subcontractors, and employees to embed the quality focus within the company. The employee will help improve and/or develop internal QC and safety policies. The Site QC Manager will oversee the subcontractor QC personnel and quality specialists in support of the Corporate QC Manager, project managers, site superintendents and their construction projects. The Site QC Manager provides leadership and guidance for the department, works to improve core processes, and manages projects. The employee will maintain company quality records and training records for internal compliance.
Essential Functions and Responsibilities
Duties include:
Direct the execution of the project-specific approved Contractor QC Plan with exclusive responsibility for administration of the plan and inspections of work.
Primary work will be supporting construction efforts on U.S. Government contracts at military installations. Site QC managers typically work full-time in a variety of settings, including offices, facilities or construction sites. The work typically involves considerable travel and fieldwork, and the employee can be exposed to dangerous or stressful situations. The employee will work on a team with other project managers, architects, engineers, and contractors to ensure that all aspects of a project's design and construction are completed correctly.
Employee must be able to work with minimal supervision, be flexible, cooperative and take initiative; work well under pressure, plan, be resourceful, and well organized; maintain an effective working relationship with co-workers and be polite and professional with the general public; maintain a professional approach towards work and a positive attitude and philosophy consistent with Company standards.

Minimum of 10 years of experience in the construction industry (preferably heavy civil) with experience as Project Superintendent, QC Manager, Project Manager, Project Engineer or Construction Manager

Essential Functions and Responsibilities
Duties include:

- Must be available during normal duty to meet with the Contracting Officer, or designated representative.
- Responsible for the quality of work and is subject to removal by the Contracting Officer for non-compliance with the quality requirements specified in the Contract.
- Must maintain a physical presence at the work site at all times and is the primary individual responsible for all quality control.
- Prepare the minutes of project-specific meetings and provide a copy to the Contracting Officer within two working days after each meeting.
- Attend the Coordination and Mutual Understanding Meeting, perform the three phases of control except for those phases of control designated to be performed by QC Specialists, perform project-specific submittal review and approval, ensure testing is performed and provide QC certifications and documentation required in the Contract.
- Responsible for managing and coordinating the three phases of control and documentation performed by the QC Specialists, testing laboratory personnel and any other inspection and testing personnel as may be required by the contract.
- Inspect a project before, during, and after construction to ensure compliance with all safety and quality specifications
- Maintain a QC plan, create documents and forms to track their findings, and supervise construction work
- Monitor each active project site (i.e., where work is being performed) daily to ensure full compliance with all safety requirements, and verify that the materials and workmanship are in accordance with the approved construction drawings, shop drawings, material submittals and technical specifications
- Comply with Company policies, rules, procedures, and applicable federal, state, and local laws and regulations
- Implement methods to inspect, test and evaluate products and production equipment
- Ensure that products and services adhere to quality standards
- Prepare reports by collecting, analyzing and summarizing data
- Work according to deadlines for the delivery of products/services
- Eliminate products that are not up to standards and investigate/determine the reasons for product problems

- USACE, Construction Quality Management Training for Contractors
- 30-Hour OSHA Construction Training
- First Aid/CPR certification
- Must be able to effectively manage subordinate managers and professionals
- Must be able to read and execute contract specifications and plans
- Must be capable of reading, writing, and conversing fluently in the English language
- Proven knowledge of construction equipment, methods, and processes and how to incorporate best practices in daily activities
- Ability to complete special tasks and projects with limited direction and oversight
- Strong oral and written communication and presentation skills, with the ability to communicate with others at all levels of the organization
- Excellent organizational and time management skills
- Able to work under strict requirements in government compliance
- Able to recognize issues on and off site and report to company
- Ability to travel to company work sites, as needed
- Proficient with Microsoft Word and Excel and Windows Systems; Microsoft Project and Project Management tools a plus
- Must have authorization to work in the United States as defined by the Immigration Reform Act of 1986.
