This position is located at Headquarters (Quantico, VA) .Candidates selected for this position will serve as a Supervisory Personnel Security Specialist NF4.
Major Duties
Serves as Personnel Security Specialist and primary point of contact for all background check related matters in support of recruitment and employment of Marine Corps employees at Headquarters Marine Corps (HQMC) and field commands.
Serves as the subject matter expert for the NAF security program. Reviews and processes personnel security investigations and any special access requirements for HQs personnel and field commands identified as requiring a security or access clearance via one or more of the following methods: National Agency Check with Inquiries (NACI/CNACI Tier 1/Child), State Criminal History Repository (SCHR), GIS, local Installation Records Checks, and other preliminary background checks.
Develops and executes policies and procedures required for the NAF personnel security program, and interprets regulatory requirements as established by the Department of Defense (DoD) and the Marine Corps Security Program. Accesses confidential PII information by reviewing and approving Tier 1 and Tier 3 investigations using the Office of Personnel Management's Electronic Questionnaires for Investigations Processing (e-QIP) automated system and Department of Defense Central Adjudication Facility (DoDCAF). Makes suitability determinations by reviewing documentation and fingerprint results. Represents the NAF security program to customers by explaining the processes and required documentation needed to initiate background checks and investigations for new employees and, as needed, provides counseling and answers pertinent questions. Verifies the status of existing investigations utilizing the Joint Personnel Adjudication System (JPAS).
As a subject matter expert, represents the security program to executive level staff within DoD, Department of the Navy (DoN), HQMC and field commands. Participates in program assist visits to ensure compliance with security program policy/procedures. Prepares reports and correspondence of a confidential nature which may include letters, e-mail messages, memorandums, faxes, and reports.
Establishes and maintains official files and pertinent publications, and performs periodic audits of files to ensure compliance. Maintains electronic records for background checks. Coordinates with Substance Abuse, Family Advocacy, Inspector General, Base Security Management, the Provost Marshall's Office (PMO), Naval Criminal Investigative Services (NCIS), the Office of Personnel Management, and the DoDCAF to obtain and clarify security requirements and status of investigations. Conducts and participates in studies by interpreting regulations and examining current administrative practices and operations. Prepares executive summaries for executive level staff to explain program policies, changes to those policies, procedures, and their effect on the organization. Exercises judgment in implementing the security program.
As an Adjudicator, makes favorable or unfavorable determinations on cases for candidates for employment and employees whose background investigations have uncovered matters which could be detrimental to their employment or hiring suitability for HQMC and field commands. Serves as a liaison with various criminal record keeping facilities across the Department of Defense to obtain copies of reports which would assist in making adjudications on cases.
Supervises and provides support for HR Technicians staff. Has oversight of and regularly conducts HRMS audits to ensure data accuracy . Supervises employees to include: assigning, distributing, evaluating work; coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, recommending and completing performance reviews, recommending and administering discipline, recommending and administering incentive awards, signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment, being alert to alcohol/drug abuse to take appropriate action.
Provides World Class Customer Service with an emphasis on customer centricity, professionalism and courtesy. Assists customers and communicates in a professional manner by investigating issues, conflicts and problems to provide resolution in a timely manner . Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.
This is a white-collar position where occasional lifting up to 20 lbs. may be required.
May travel to complete work assignments and conduct or attend conferences and meetings. May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours. Performs other duties as assigned.
Qualifications
Bachelor's Degree in Security Management, Human Resources or a field appropriate to the work of the position from an accredited college or university AND three years of experience that demonstrates possession of knowledge and skill equivalent to that gained in the above ; OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above. Three years of work experience that demonstrates administrative analytical ability, mature judgment, and knowledge of the mission and operation of the program.
Eagerness to mentor junior staff. Experience providing oversight support to the development team. E xperience in supervisory role is preferred.
Must be a U.S. Citizen. Must be able to complete appropriate training and certification through OPM or other DoD approved suitability adjudicator courses. In accordance with OPM policy, must successfully obtain and maintain a favorable background investigation at the Tier III level.

- Experience in applying tact and diplomacy when dealing with sensitive issues, to include conducting objective analysis, fact finding, and exercising confidentiality and privacy.
- Knowledge and ability in operating Microsoft Programs such as Outlook, Word, Access and Excel to perform data entry and data gathering; create various charts and statistical reports. Experience with PeopleSoft and SharePoint preferred.
