Summary

Under the general direction of the Director of Construction and Modernization, the primary purpose of this position is to manage, supervise, coordinate and participate in the work of the Technical Team within the Development and Modernization Department who have primary responsibility for field visits and development of scopes of work for projects, participates in strategic planning, performs all design reviews, constructability and code analyses and reporting, baseline construction schedules, independent cost estimates, and technical support and assistance, as needed, in monitoring work progress and preparation of daily inspection reports or construction management reports, assistance to resolve technical issues, review change orders and contract disputes for all projects emanating from the department.

The successful candidate shall be responsible for assisting the Director of Construction and Modernization to ensure quality control for all technical documents by following Development and Modernization established Standard Operating Procedures to minimize potential change orders and to continue to maintain an audit free capital program environment.

All activities must support the Housing Authority of the City of Pittsburgh ("HACP" or "Authority") mission, strategic goals and objectives.

Essential Duties and Responsibilities

The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed.

  • Assume management responsibility for all activities of the Technical Team.
  • Manage and participate in development of goals, objectives, procedures, and priorities for the Technical Team; recommend, within departmental Standard Operating Procedures, appropriate staffing levels; recommend and administer policies and procedures.
  • Manage and administer Technical Team by planning, coordinating, and evaluating the work of subordinate staff who serve as a technical resource to Development and Project Management Teams that both prepares and performs quality control reviews on independent cost estimates, scopes of services for professional services, scopes of services for architectural/engineering services, scopes of work for construction work, technical studies and reports, design documents and, daily onsite inspections of projects and daily construction reports, and technical assistance/guidance to all department staff in connection with all projects emanating from the department in order to ensure that department policies and procedures are adhered to and are properly enforced.
  • Participate in preparation of priority schedules of extraordinary maintenance of future modernization and development efforts.
  • Provide value engineering comments and suggestions.
  • Performs related duties and responsibilities as required.


Education and/or Experience

Bachelor's Degree in Architecture, Engineering, Business or related field and a minimum of 15 years comparable construction experience and field inspection/supervision experience. Considerable knowledge and experience of/with engineering practices and construction methods, materials, equipment, and procedures. Considerable knowledge and experience of/with blueprints and specifications pertaining to construction. Considerable knowledge and experience of/with HUD Regulations, UFAS Regulations and successful implementation strategies, applicable local Codes, Standards, Ordinances, and Laws relating to construction. An equivalent combination of education and experience may be considered. Shall possess a valid Pennsylvania driver's license and be insurable under the Authority's plan.

Technical Skills

To perform this job successfully, the employee should have strong computer skills Microsoft (Word, Excel, Project); database software; project management software. Must have the ability to learn other computer software programs if required.

To perform this job successfully, the employee is routinely required to both remain in a stationary position and to travel to various Authority properties and other offsite locations. Daily movements include hand functions such as handling/fingering/gripping/grasping; motions such as sitting and standing, operating computers and other office equipment, moving about the office, and attending onsite and offsite meetings frequently. The employee must occasionally transport up to 30 pounds.

Position generally works in both an office environment and visits Authority properties, which may cause the employee to experience a range in temperatures and other weather conditions. Indoors and outdoors in dry, wet, hot, cold, and windy conditions may be experienced. The noise level may be loud and the environment may be more hazardous due to hazardous materials and heavy tools/machines than a standard office environment.
